August 10, 2015(Nyamilepedia) — The South Sudan’s Nuer Community in the United States of America condemn the decision of African Union to include Uganda in its committee that will study the report of AU Commission of Inquiry on atrocities committed in South Sudan conflict.
To Nuer community, Uganda is a strong military and political ally of Salva Kiir government that participant in many internal decision making, both politically and militarily, taking advantage of the conflict.
Instead of making her a judge, the community strongly proposed that Uganda must be investigated for war crimes and crimes against humanity that its troops has committed in the town of Bor, Urror, Malakal, and Bentiu.
According to the diaspora community’s president, Mrs. Nyanguok Gatloa, “it is absolutely outrageous to include Uganda in this inquiry because it is already involved in the internal conflict”, fighting along side Salva Kiir’s government in defend of oilfields, major towns and installations.
“We are strongly rejecting the Uganda inclusion; therefore,we call on the African Union Commission not to included Uganda from inquiry on South Sudan conflict” Mrs.Nyanguok Gatloa said.
“The Nuer Community would accept the outcome results of Inquiry Report on South Sudan conflict only if Uganda is excluded from Six members.” she adds.
The president, Mrs. Nyanguok, reiterates that her community has characterized Ugandan People Defense Force (UPDF) that is illegally occupying South Sudan territory as “a Foreign Rental Guardians to President Salva Kiir”.
“Once again, we’re now dealing with inclusion of Uganda into African Union Commission inquiry on South Sudan conflict. African Union and everyone in South Sudan knew that Uganda is a war ally of Salva Kiir  and the only source of military power that Salva Kiir run to help” Mrs. Nyanguok Gatloa continue.
“For this reason, Uganda does not disqualify to be included in African Union Commission of Inquiry on South Sudan conflict as a neutral body.”she continues.
According to the intellectuals, Uganda has been manipulating power balance in the region and many nations in the regions have succumbed to Museveni’s influence.
The community questions why a small landlocked country in the region is allowed to brew and contract its national army to fight wars across the continent.
Ugandan, under Museveni, is accused of having initiated and participated in many conflicting in the region, ranging from the Democratic Republic of Congo, Central Africa Republic and Somalia.
The community calls on African Union to take their responsibilities in the continent, and specially South Sudan, seriously.
The community further urged the continental body that it must not succumb to bullying from a small country like Uganda.
The diaspora Community reiterates that Uganda cannot serve as both the judge to the atrocities committed in a country that it continues to break apart and at the same time deploys battalions of troops to fight the war that has deeply divided South Sudan.
“It’s impossible and a big insult to the weak leadership of African Union and the entire continent that Uganda can take this important position on its committee when it is fighting the war on the ground. It shows that the African Union and its claim of African Solution to African problems are all a joke” the community warns.
The Nuer Community and other independent groups such as the United Nations and members of TROIKA believe that Uganda is a party to the conflict in South Sudan that must be charged and investigated alongside Salva Kiir regime for war crimes and violations of international law, allegedly for the use of cluster bombs and other internally banned chemical weapons.
“In fact, the African Union Commission know better about Uganda’s presents and its business in South Sudan” the Chairperson of Nuer Community of North America continued.
The community, however, reserves its opinion on the other six members – South Africa, Chad, Ethiopia, Algeria, Nigeria and Tanzania – of the committee that will study the report but believe that Uganda must be removed from this committee.
The Commission of African Union has shown a controversial position on South Sudan conflict since it entered the country in April 2014 to investigate human violations.
The AU Commission of Inquiry on South Sudan (AUCISS) conflict was formed by H.E. Dr. Nkosazana Dlamini Zuma, AUC Chairperson on 6th March 2014 and was expected to begin its first field mission to South Sudan from April 21st April to 1st May 2014.

AUCISS was expected to interrogate all the leaders of South Sudan in the two camps under President Salva Kiir and his former Vice President, Dr. Riek Machar, and report within a maximum period of three (3) months to the AU Peace and Security Council, however, the Commission only presented its findings on January 29th, 2015 but the AU-PSC further decided to shelf the report.
With pressure from the United Nations, United States of America, United Kingdom, Norway and the rest of European Union, and after intensive consultations within the AUs’ foreign affairs ministers, which included members of Salva Kiir government, the AU decided to released a few copies of the reports to the warring parties.
The release of the report coincides with the coming of the US president Barack Obama, who toured the region and addressed the AU; however, the continental body further decided to withhold the official release of the document pending “more studies” by a Committee of seven countries that include Uganda.
The SPLM/SPLA in Opposition has sharply criticize the decision of AU to invite members of Salva Kiir faction to the discussion of war crimes and further included Uganda, a partner in war alongside Salva Kiir’s loyal forces, without inviting participants from the SPLM/SPLA-IO.
