Leaked: IGAD Action Plan and Mechanism To Restore Peace in South Sudan, and the Region.

March 25, 2015(Nyamilepedia) — The eight-members regional bloc, IGAD, is crafting a document, believed to be a masterpiece mechanism to end the 15-months-old conflict in the world’s youngest nation, South Sudan, before the mid of April, 2015.

According to a programme of work, entitled “Action Plan and Programme of Work on Drafting Agreement on the Resolution of the Conflict in the Republic of South Sudan”, seen by Nyamilepedia Press, IGAD has programmed its activities in six major phases.

The first four phases, which should have been completed by today [March 25th] include: the IGAD secretariat drafting and compiling the first Draft of Agreement scheduled between March 16th – 21st , Submitting the Agreement to the Special Envoys by March 22nd, the Special Envoy reviewing the agreement by the following day (March 23rd) and subsequent discussions on the Draft Final Agreement by the Special Envoy and Secretariat on 24th and finalized on 25th March, 2015.

Having passed the first four stages, like a bill doing rounds in a parliament, the agreement is submitted to the Chairman of IGAD for approval. This, according to the action plan seen by our editorial team, is expected to follow suit this Thursday, 26th March 2015.

After the fifth round, the draft agreement is expected to go international for further consultations, recommendation and consolidation before it is finally tabled before the South Sudanese warring principals and delegations, who hardly read the documents to compromise but to confirm their prejudice.

Between March 27th and April 18th, the IGAD heads of States and Governments are expected to hold a summit to assess and review the development of the IGAD-Led mediation and endorse the final agreement. Within this period, the Chairman of IGAD is expected to consult the AU commission, AU-5 HoS&G, TROIKA(Norway, UK and USA), China, UN, EU and the International Peace Forum (IPF).

On the last day of this programme, essentially the April 18th, the IGAD-PLUS High-level International Peace Forum on South Sudan will invite the South Sudanese stakeholders to come and sign, perhaps, the final Peace Agreement.

In other reports, in Juba, the national parliament, NLA, has “extended” the presidential term for another three years. As the constitution may now acknowledge, president Salva Kiir would remain the “democratically constitutionally elected legitimate President” of the country until 2017 or further notice.

IGAD mechanism for conflict resolution in South Sudan has been very confusing. How is it possible that solutions can be cooked in foreign capitals for South Sudanese and only to be forced to sign something they don’t even know? Why not call South Sudanese alone and lock them in a room to discuss outstanding issues and when they agree, they call the mediators to bless it? What is wrong with that? This is how we did the CPA and this is how we did the Arusha Agreement. What is so difficult about that? Is south Sudan going to be the prey of TROIKA?

Are you ready and willing to be locked in a room with member of the WAW? Ofcourse not, so what make you think anyone wants to be locked in a room with genocidal Kiir that knows not even a civilized mannerism of settling disputes. Kiir never reached in side when he went door to door demolishing Nuer homes with human beings inside during the Dec/2013 Juba massacre.

I suppose you imagine the scenario to be much like locking you in the room with your daddy hoth Mai and the rest of those murderers who escape kiir’s wrath to Kenya but it would not be the case Sisy.

i pass my deepest apprecaition to you sister nyaluak .
the America government have a plan to reduce the population of africa 2yrs back .
again IGAD is running for money not for peace .
i know kiir will stepdown by peace but by war or will not accept peace for sure .
its easy only to believe that ONLY GOD will bring peace in our nation not IGAD OR kiir mayardit .

just please keep pray to god and he will bring peace for us …….

The new mandate made by NLA yesterday was baseless and visionless and i may say it is useless mandate #KIIR will not reward again for presidency seat as president to extended his l.igitimacy for more than three years and it will be shame for fools MPS who folded fool kiir for that extension and i may that they are just wasting their time to debate such amotvieless point and am quite sure that kiir may nt be in transitional period to accordance to IGAD PLAINING DRAFT FOR LAST STAGE PEACE

No peace will be bought from first hand of any community unless a negotiation between two parties. How come you spend the whole Month drafting consulting and analyzed the document and call two parties to read, analysis and sign for only one day? you most be joking

Until 2017 or further notice meaning the decision to extend Kiir’s reign of terror is reversible through negotiations and or by arm forces. In this document those against and or in favor of Kiir stepping down are leveraged to continued fighting over the meatless bones to keep the status quo(tyranny) or dismantled the government and make democratic reforms.

I have disqualified IGAD a long while as member and party to the armed warring factions in favor of M7 of Uganda & the terrorist warlord Kiir. IGAD is not neutral until they(IGAD) temporarily suspends Uganda and South Sudan’s membership from the organization till they(Uganda & South Sudan) are no longer involved in the war and obstruction of peace efforts.

I have disqualified IGAD from leading peace negotiations & mediations a long while now due to the fact that IGAD is never been neutral in the conflict. IGAD having active members to the armed warring factions leans in favor of M7 of Uganda & the terrorist warlord Kiir of South Sudan.

IGAD organization should temporarily suspends Uganda and South Sudan’s membership from the organization or IGAD should withdraw from mediating a conflict.

I have never in my life heard of the accused being a member and part of the jury to deliver the verdict. This is not even closed to the idea that African problems needs African solutions. To extinguish a blazing fire one must reach for the water hose and not the gas hose.

The extended term for Salva Kiir to be a president of South Sudan until 2018 will be a meaningless,according to the linked IGAD Proposal for the final peace on April 2015 which said both sides will be equal in the all government constitution arrangement.

This says it all “until 2017 or further notice” no timeline given of when that further notice clause could be use as wild card to trump Kiir’s reign of absolute terror. My guess is any time is fair game if and whenever kiir failed to entertained the puppet masters and or IGAD criminals who are siphoning South Sudan’s oil revenue through bribes.

That proposal is not going to bring any peace in south Sudan , they are just wasting their time doing that how can people who are not part of problem solve the problem without involving the two parties who brought our country into this current mayhem.
we are really frustrated with this incompetency at the level of I GAD and-indeed the international community.
