After the Super Power, United States failed to avail cash to the Uganda People’s Defence Forces for operation in South Sudan, the army leadership is preparing a mega supplementary budget support from Ugandan parliament.

January 23, 2014[KAMPALA] — We are reliably informed that the UPDF generals are concluding arrangements to brief and discuss with their technical personnel at the line ministry of Defence, to construct a convincing mega cash proposal in cognizant with the foreign operation which stretches up to about 2000 kilometres from headquarters Bombo, like up to Bentui in Unity state.
The Chief Political Commissar of the UPDF, Col. Felix Kulaigye, confirmed to us, when contacted on phone, that they are preparing and waiting for the right moment to formally move a motion in parliament through their ministry of Defence.
“It is not now but that time is coming when we shall get to parliament and make our request due this eventual development (South Sudan crisis),” Kulaigye told us on phone today.
Meanwhile, sources have told us that U.S who earlier committed to facilitate the UPDF to see an end to the fight that started mid December last year, after a bitter disagreement between President Salvatore Kiir and his former vice president Dr. Riek Machar, has not fulfilled the promise.
“As once said by a British leader that “we have permanent interests, not permanent friends”, Pentagon changed her mind after many deaths were registered and accusations by United Nation’s agencies blaming both sides,” an inside source noted.
“U.S is difficult to predict you know. All was set but they changed and UPDF cannot wait for them or cut short the mission because a lot has been done.”
U.S also promised to carry out and provide a covert intelligence to Ugandan forces but it withdrew when they joined SPLA in hot pursuit of rebels in the fierce battle of Bor which took the both two forces three weeks to win with casualties like in Jameza ambush where they lost over 20 soldiers including 9 from Uganda.
The Chief of Defence of Forces, Gen Katumba Wamala, said that the available budget cannot sustain the forces and urges parliament to approve a supplementary budget that the army is yet to table.
