South Sudan President Violates Peace Agreement, Opts For More States

Oct 3, 2015(Nyamilepedia) — South Sudan’s incumbent president, Mr. Salva Kiir Mayardit, who abruptly announced 28 new states last evening, is accused by the leader of the armed opposition, Dr. Riek Machar Teny, for violating a peace agreement.

According to Dr. Machar, who is on diplomatic tour in the United States, the South Sudanese people demands federalism since 1947 and they deserve more states, however, Machar fears that his colleague is only gambling to derail the recently signed peace agreement.

Machar explains that creations of more states is one of the vision of SPLM/SPLA [IO] for which he endorsed 21 states based on former colonial districts, most of which are currently counties or capitals of major towns in the country.

“The creation of more states in the Republic of South Sudan is the cornerstone of the vision of the SPLM/SPLA in the process of realizing a “Democratic Federal State”” He said.

“The SPLM/SPLA, before the Peace Agreement, established 21 federal states based on the former British Colonial Districts. The 21 colonial districts have clear delineated borders that were demarcated before January 1, 1956” Machar continued.

The First Vice President, who has been designated substantial powers through a Transitional government that would as well legitimizes Salva Kiir’s presidency, believes that his bitter rival has diverged from the peace agreement.

Machar points out that Mr. Kiir unilaterally issued the decree to prove to South Sudanese, IGAD and the International Community that he is not ready for peace

“The Presidential Decree is a violation of the Peace Agreement and is a clear message to the world that president Kiir is not committed to peace” Machar said.

The Opposition leader holds his counterpart, president Kiir, to account for an earlier statement during his signing of the Compromise Peace Agreement on August 26 in which Kiir states “the IGAD proposed Compromised Peace Agreement is neither a Holy Bible nor Quran”

Mr. Kiir then elaborated his statement as a bet to revise the signed documents to accommodate his “12 pages reservations” that opposes many elements of the CPA-II.

Kiir, however, went on to promise the world leaders, who attend the High Level meeting of heads of states and governments on South Sudan in New York, that he will prove “the doubting Thomas wrong” claiming that he was committed to implement the peace agreement.

Critics believes that the president has squandered his responsibilities and once again failed his promises.

Machar calls on the IGAD-Plus and the International Community to take their positions and response accordingly.

The opposition further calls for an emergency meeting of the National Liberation Council of the SPLM/SPLA on October 20th to address the new decrees.

President Salva Kiir’s term in office expired in July this year after the country failed to hold elections due to deadly wars across the country.

With the new agreement, however, Salva Kiir would have a legitimate term in office for three years followed by a democratic election.

In other reports, Dr. Machar has briefed South Sudanese community in Portland, Maine, yesterday and he is expected to address a big population of South Sudanese diaspora in Omaha, Nebraska, today.

Despite several pledges on both sides to implement the peace agreement, the two rival forces continue to battle one another in various parts of unity state, South Sudan.

Many civilians have been displaced within the last three days in Leer and Koch of Unity state. Opposition claim control of these areas.

South Sudan conflict has displaced over two millions South Sudanese people and killed over 50 thousands of the the citizens within the last one year.

Dr.Riek Machar have to sort it out,since he had played wrong ideology. He has no right to play poor people,i think that Majority of our people are not going to forgive him.

Stop your nonsense GUMUT, almost all the SPLM/A’s top ranking leaders will need forgiveness from the citizens of South Sudan as members of a destructive ruling party. The most dangerous amongst them is Kiir & the JCE thugs.

by the ways our people in south Sudan was confuse on the bad rule of two warring parties and was effected by the war and they are displaced by big suffring of war what is the meaning of the 28 states after the signing of peace? when the people was aware s the peace was came and they are happy after this announcement of degree they are annoyed and feel weakens again and again
