Jan 4, 2016(Nyamilepedia) —- The NCDS of USA hereby strongly rejects and condemns in the strongest terms possible the unilateral decrees for creation and appointment of 28 States and governors by genocidal President, Salva Kiir Mayardit and his Jieng Council of Elder (JCE) government.
The community rejected this unlawful exercise as it was done in direct violation of recently signed Compromised Peace Agreement between SPLM-IO and other South Sudanese stakeholders.
The one-man creation of many tribal States in South Sudan is an intentional declaration of war, which is a recipe to invoke tribal border wars between neighboring tribes, which have been living in peace for centuries.
We call on President Salva Kiir Mayardit to immediately withdraw these unilateral decrees and apologize unconditionally to all peace partners and to the people of South Sudan.
These unilateral decrees by President Salva Kiir Mayardit are nothing but promotion of disunity and planting the seeds of hatred among our diverse tribes of South Sudan.
We think it is an utter shame that Salva Kiir Mayardit continue to encourage disunity and hatred among people of South Sudan after peace was signed and such disregard of an agreement is reminiscent of his earliest dictatorial tendencies.
As the people who have suffered enormously for decades fighting for the independence of South Sudan to ensure our people enjoyed their an
alienable rights from the old Sudan, we had never thought we could ended up victims of our own nation to whom we had purchased its independent with our very precious blood.
As it stands, this is not the hard-won democracy and freedom that we sought to achieve as our innocent Nuer community members were genocide by the president they have helped elected to become the first President of the independent South Sudan.
This has to change in order for our nation to live in peace with itself if we can start by respecting the agreement we have recently signed.
Furthermore, we condemn in the strongest terms possible the recent dissolution of 10 constitutionally recognized States as this is done in a blatant violation of the Transitional Constitution of our nation and the recently signed Compromised Peace Agreement.
It is our understanding that after the signed Compromised Peace Agreement, all the parties involved ought to respect the agreement to the letter and in spirit as creating unusual decrees would be in total derailment of the signed Compromised Peace Agreement.
We the members of the Nuer Community in Diasporas rightfully rejected the dictatorial unilateral decrees because they will disregard for badly needed peace by the people of South Sudan.
It is obvious that the creation of 28 states was terribly designed to marginalize other diverse tribes of South Sudan. This promotes open tribalism and land grabs that resulted into the Nuer and Shilluk lands being given to Dinkas in both Unity and Upper Nile States.
These unilateral decrees are a great shame on Salva Kiir Mayardit and his corrupt cronies and blatantly transgress basic rights guaranteed by the recently signed Compromised Peace Agreement and our very own Constitution of South Sudan.
Therefore, we call upon Salva Kiir Mayardit and his government to show restraint and respect the recently signed Compromised Peace Agreement.
Finally, we call upon IGAD, AU, UN and international communities and all peace partners to coercively exert a meaningful diplomatic and political pressure on President Salva Kiir Mayardit and his government to respect the agreement and reversed all the unilateral decrees and conform to all the provisions of the signed Compromised Peace Agreement as this will ensure the implementation of the Agreement.
The Nuer community is also calling on the chairman of SPLM-IO, Dr. Riek Machar Teny to immediately recall the advance team to Pagak HQ if the government of Jieng Council of Elders under the leadership of President Salva Kirr Mayardit has
refused to rescind the unilateral declaration of 28 tribal States.

How many groups did you form only in two years duration?
This is precise definition of Nuer.
Those Dinka ( like Dhieu Mathok) who are preoccupied with a position in government will regret soon.
The bad thing is Dhieu does not has any record like General Aturjong in SPLA and therefore, he will be severely punish unless he changes his mind now than later.
