South Sudan: President Salva Kiir Sacks Interior Minister and a Caretaker Governor!

April 14, 2015(Nyamilepedia) — The incumbent President of the war-torn South Sudan, General Salva Kiir Mayardit, relieves his Minister of Interior, Aleu Ayieny Aleu, and the caretaker governor of Northern Bahr el Ghazal State, Kuel Aguer Kuel.

Read on the state owned television, President Salva Kiir confirms the sacking of Norther Bhar el Ghazal State, Kuel Aguer Kuel, and replaces him with his deputy Governor, Salva Chol Ayat.

“This decree shall be cited as the Republican Decree number 26, 2015 for the relieve of the Caretaker Governor of Northern Bahr el Ghazal State, 2015AD, and shall come to force on the day of its signature by the president of the Republic” Part of the decree reads.

Governor Kuel came into power after Gen. Paul Malong Awan moved to take over the army (SPLA-Juba) in April 2014, displacing the former Chief of General Staff, James Hoth Mai.

According to observers from the state, the caretaker governor introduced policies aimed to fight corruption in the state, a move that drew a “redline” between him and his former boss, Gen. Malong.

Gen. Malong, who retained the SPLM Chairmanship in Norther Bahr el Ghazal state, used his SPLM leadership to sack many state employees for receiving the caretaker governor in late January this year.

Among those who lost their jobs by January 27 are the state secretariat Yel Yel Aleu, head of the workers and protocol Aguer Wol Aguer, security guard Baak Chan Kuol, and generator operator Dau Deng Tong.

The power struggle between the caretaker governor and supporters of Gen. Malong reached its climax towards the end of January, 2015, when Gen. Malong reinstated MPs that were sacked by the caretaker governor on allegations of corruption.

After Gen. Malong removed the Caretaker Governor from the SPLM party, the reinstated MPs stepped in with a bill that eventually impeached the Caretaker Governor from the state leadership.

The struggle involved arrests of Journalists and supporters of Mr. Kuel, which forced the Caretaker Governor to flee the state to Juba where he attempted to seek help from President Salva Kiir who appointed him.

To his disappointment, recently aired on radio, the Caretaker governor found that all means to access the president were blocked; something that he blames on Gen. Malong and the office of the president. Mr. Kuel remains in Juba.

The Second Sacking of the Minister of Interior.

For reasons that are hardly cited, the Minister of Interior and Wildlife Conversation, Aleu Ayieny Aleu, a Marxist South Sudanese politician, who suffered a Presidential Decree in 2007-2008, is yet a victim of another Republican Decree.

In 2008, while some analysts concluded that he was sacked for questioning the death of SPLM/SPLA founder, Dr. John Garang de Mabior, as he stated in his article, others concluded that Mr. Ayieny was outwitted by his rivals within the SPLM party.

Along with his colleague, Telar Ring Deng, Mr. Ayieny renegotiated themselves back to power, however, before they succeeded in 2011, Aleu warned his rivals in a letter addressed to SG Pagan Amum — Dear Cde Pagan Amoum Okiech by Aleu Ayieny Aleu — that their days are numbered.

“My dear Bolsheviks, you have won your first battle with the assistance of the unsuspecting Chairman of the SPLM whom I belief is not immune to your conspiracies. You may not be lucky in your plan “B” other wise I have a strong premonition that your days are numbered” Aleu warns.

Cde Aleu and SG Pagan, among others, were sent to Communists’ schools in Cuba and Caribbean in South America by Dr. John Garang in late 1980s to further their skills but upon their return the politicians found themselves in various camps behind Dr. John Garang, Salva Kiir and Dr. Riek Machar.

Mr. Telar and Aleu, following subsequent criticisms of the President and his Secretary General, lobbied to influential positions in Salva Kiir’s government.

While Hon.Telar was appointed to lead the Ministry of Justice in August 2013, Hon. Aleu was appointed to Interior and Wild Conservation.

On August 13, 2013 the National Assembly voted by majority against Telar’s nomination, which forced President Salva Kiir to recall him to legal advisory role which he served until he was removed and sent to Russia as an ambassador in Mid October 2014.

Despite his earlier bitterness against SG Pagan for his 2007-2008 humiliation, the Minister of Interior declined to testify as a Prosecutor witness against the last four political detainees, which included Pagan Amum, in the first quarter of 2014, something that could cost him his job under President Salva Kiir as Museveni recommended.

While some observers believe that the expulsion of Mr. Ayeiny (and Telar) could relate to deteriorating relations with TROIKA, as the Ministry of Interior restricted visa entry for U.S, UK and Norway diplomats, others believe that it is an attempt to attract the former political detainees, and rivals of the outgoing politicians, back to Juba.

Agumut, Ngol, your uncle Kiir Kuethpiny now divided Aweil because of Paul Malong. Dinka Kingdom days are numbered! My question to you is what is your advice to this two guys who has been sacked for personal cases? Kuel was sacked because he don’t want Paul Malong to held military and chairmanship of the party together i.e last time he want to SPLM meeting in Aweil with Tank. Aleu was sacked because he told Kiir that South Sudanese needs peace if the peace was not signed because of negotiators committee from Government then they needs to be changed and if the problem is yourself you needs to judge and bring peace to South Sudanese plus his speech on AU leaked document.

He will get another chance in future if he is a real politician. Internationally,that is how politics about.It is like a door steps and he has to accept it and thanks president. Do you think Dr.Riek Machar a real politician?

Those who have been sacked will give others opportunities of leading and getting money, so don’t blame Mr president he is creating a room for other politicians who have been dumped since the creation of S.Sudan.

South Sudan is like a vehicle on three main wheels namely Equatoria, Upper Niles & Bar El Ghazal. Neglect one of the wheels and you will quickly find out like the SPLM-Juba thugs that they can not move on only two wheels. Unfortunate designed but it must be so for a very long time. I have not yet seen a two years old operates a two wheels vehicle. Therefore, no wonder the two years old country took a turn for the worst. Very simple to understand.

All these decrees of Salva Kirr sacking old friends, prove one and only one thing – SPLM-Juba has rotten to the core and any means of force by “White Army Commandos” is highly welcome to shoot’em out of J1 a.s.a.p. – Amen!

Thanks you Mr killer for sacking an ineligible leadership although we still followed your numbered days for slaughtered you due to your elaborate criminality.

However the international community should make amicable decision on those carrier crimes involving of anesthesia murdered or sentenced some of innocents.

I personally advised you not to wasted time on joining court dated of your crimes including whoever happy now and today sacked

Aleu and Kuel will wait for another chances , they will not joint rebellion , you can trust them because they are Dinka, blood, only Nuer blood can not be trust because rebellion is part of their culture. Eg Gatwetch Puoch , shaming his governor brother Simon Kun Puoch. Shame on Puoch Family,

Cde Kuel Aguer Kuel of Northern Bhar Al Ghazal was robbed and the decision of the President to remove someone who was fighting corruption was faulty will not blame him if he joins the rebellion of Dr. Riek in the next few days.
The relief of Aleu was long overdue. Aleu, Telar and the former NCP members who are now new members of the SPLM and who oppose very strongly the reunification of the SPLM were behind the coup theory of December 2013. And Alew arrested the G-13 and yet let Kiir down by refusing to testify when he was summoned by court to provide evidence why he arrested these people. Now, the G-10 have demanded that they would only if their security can be guaranteed and it should not be under Aleu.
