South Sudan: Arusha Agreement Framework, Not A Re-Unification!

Oct 22, 2014(Nyamilepedia) — The South Sudanese SPLM delegates, who signed the recent framework and communique documents in Arusha, Tanzania, want the South Sudanese to note that they documents signed on 20th October are not a peace agreement or a re-unification of the SPLM party.

According to Duer Tut Duer, who signed the communique on behave of SPLM-IO faction, one of the documents is a framework for dialogue while the second is a communique that officially announces the consents of the SPLM factions to the Intra-SPLM Dialogue.

“We would like to inform South Sudanese that the two documents signed today 20th October 2014 are not peace agreement nor re-unification of the SPLM party, but one is a framework for Dialogue and the other one is a communique” Duer clarifies.

Duer believes that the re-unification of SPLM, after death of tens of thousands of innocent civilians, may takes months or years and can’t be concluded in just 8 days.

“Re-unification of the SPLM after the attrocities committed is a proces that take months or more, only frank and sincere disucssions will bring genuine, sincere and reasonable solution to SPLM problem and that of the Nation” Duer said.

The politician ensures the South Sudanese that the leaders are working toward achieving genuine peace but not false hopes.

“We need to give our people a hope but not a false hope, we need to be sincere to our people” Duer emphasized.

“We are currently fighting one another, this is why we are talking to bring a lasting peace to our people” Duer continued.

Public Reaction

The clarifications came in time when the young South Sudanese were thrilled on social media over the recent publications on the two documents. The convergence of SPLM factions and the release of the framework agreement have provoked mixed reactions among the young South Sudanese.

According to Gordon Buay Malek, an SSLA allied government supporter, the Arusha Agreement between SPLM groups is the first step towards achieving peace.

“the Arusha Agreement between SPLM groups is the first step towards achieving peace because Riek Machar, for the first time, signed a document acknowledging that “violence is not the appropriate means to resolve political differences” Gordon Buay said.

Buay believes that the Arusha Agreement is important because, as quoted, “it condemned the violence of December, 15 coup, it recognized that Salva Kiir is the democratically elected Chairman of the SPLM and it recognized that Riek Machar has been killing the Nuer since 1991 for a position in the SPLM.”

According to Jesus Deng Mading-Chaui, a member of SPLM-IO, the framework agreement ends Salva Kiir’s term as the chairman of the SPLM party and installs Dr. Machar, the former first Vice Chairman of the party, as the next chairman and the next flag bearer of the party and the president of the Federal Republic of South Sudan

“Allah kerim Dr Peter Adwok, Awet Akot, and Cde Pagan Amum signed a document ending kiir term as the chairman of the party and Dr Riek Machar become the next chairperson and the president of federal republic of south Sudan after interim period of three years. ” Deng said

Objectives Agreed in the Framework:

According to Machar’s spokesperson, James Gatdet Dak, the framework agreement signed in Arusha, Tanzania, between the SPLM factions is a road-map which contains guiding principles and objectives. It is a basis for further discussions and possible resolutions.

The Intra-SPLM Dialogue, as outlined in the framework agreement, will discuss the root causes of the current conflict, initiate measures to end the war, re-vitalize, re-organized and strengthen the SPLM party, restore the SPLM vision, develop mechanisms to generate resources, promote and foster the spirit and exercise of collective leadership on transparency and accountability.

  1. Address the root causes of the current crisis in order to expeditiously reconciles its leadership and membership to restore unity and harmony in the party;
  2. Initiate measures to stop the war, lead the government and the people of South Sudan towards peace, stability and prosperity;
  3. Re-vitalize, re-organize, strengthen and restore the SPLM to its vision, principles, political direction and core values;
  4. Promote and foster the spirit and exercise of collective leadership on transparency and accountability; and
  5. Develop mechanisms to generate resources and ensure their efficient management and to combat corruption.

Unless agreed upon by the parties, the dialogue shall be confined within the Framework.
