SPLM/SPLA-IO: NATIONAL LEADERSHIP COUNCIL MEETING

Nairobi, Kenya, October 19, continued in Arusha, Tanzania,

October 21, and concluded in Nairobi, Kenya, October 22-24, 2014.

Nov 3, 2014(Nyamilepedia) — The Leadership of the SPLM/SPLA met in Nairobi, Kenya on 19th, 22nd – 24th October, 2014 and Arusha, Tanzania on 21st October, 2014, and deliberated on the following agendas:

  1. IGAD Mediated Peace Process, Ethiopia
  2. Intra-SPLM Dialogue, Arusha, Tanzania
  3. Reports and Programs of National Committees:
  • External relations
  • Finance and Resource Mobilization
  • Basic Documents and Reorganization

Resolutions:

The meeting resolves as follows:

  1. IGAD Mediated Peace Process in Ethiopia
  1. Reiterate its recommitment to the IGAD Mediated Peace Process in Ethiopia.
  2. Reconfirm federalism as adopted in the Nasir Consultative Meeting in April 15-18, 2014 as the System of Governance and shall be operationalized during the Transitional Period.
  3. All reforms particularly in the Security Sector, Civil Services, Judiciary, Governance and Economy and Finance must be negotiated in the Peace Talks and Implement during the Transitional Period.
  4. The conduct of Census and Elections during the Transitional Period should be led by the United Nations for Credibility and wider acceptance for its final results.
  5. In the light of the deployment of the IGAD Protection Force under UNMISS new Mandate, we renew the call for the immediate withdrawal of Uganda People’s Defense Forces (UPDF) and Sudanese rebel groups from the territory of the Republic of South Sudan.
  6. The Leadership to engage UN, IGAD and Troika on the renewal of the UNMISS mandate and the composition of the Peace Keeping Force.
  7. The Leadership structure of the transitional government should be, President as the Head of State, and Prime Minister as the Head of Government.
  8. The duties and responsibilities of the President and Prime Minister shall be negotiated in the Peace Process.
  9. All existing structures (National, State, and Local) shall be deemed dissolved on the day the President and Prime Minister are sworn in and shall be reconstituted as per power sharing ratios as agreed upon in the peace agreement.
  10. The Chairman and Commander in Chief to convene a joint meeting of the Leadership Council, Military Governors, Front Commanders, Commissioners, Chiefs, Women and Youth Leaders in South Sudan to consult on the ongoing IGAD Mediated Peace Process and Intra-SPLM Dialogue in Arusha before signing a final agreement on the same.
  11. Intra-SPLM Dialogue in Arusha, Tanzania (21st October, 2014)
  12. Commends and appreciate the initiative by Chama Cha Mapinduzi (CCM) to unite the belligerent factions of the SPLM party.
  13. Endorses the Arusha Framework on the intra-SPLM Dialogue.
  14. The Intra-SPLM Dialogue Forum in Arusha is neither a substitute nor an alternative to the IGAD Mediated Peace Process in Addis.
  15. The ongoing Arusha Intra-SPLM Dialogue facilitated by CCM is an important process which should be concluded without contradicting resolution of the Nasir Consultative Conference.
  16. The SPLM/SPLA members to contribute ideas to the agenda item D (1,2,3 and 5) in the signed Intra-SPLM Dialogue Framework to help set out clear achievable targets for the negotiation team.
  17. The Leadership urges the SPLM/SPLA to take this opportunity to learn from the fifty (50) years of experience of the CCM in organizing and managing political issues in Tanzania.
  18. The Leadership Council calls upon the African National Congress (ANC) and Ethiopian People’s Democratic Revolutionary Front (EPDRF) that initiated this Intra-SPLM Dialogue in April 2014 in Addis Ababa to contribute in one way or another to the Arusha Intra-SPLM Dialogue.
  19. Organizational Issues
  20. The Nasir Consultative Meeting Resolutions are the basic guiding documents of the Movement.
  21. The Leadership Council resolves to meet periodically to address issues within the Movement.
  22. The Leadership is to provide guidelines for any delegations before the team is dispatched.
  23. The Leadership to develop Conflict Resolution Mechanisms among members of the Movement.
  24. Direct all National Committees to develop policy statements and programs and present the same in the next Leadership Council Meeting.
  25. Welcome the report of the National Committee for External Affairs and resolves as follows:
  26. Appreciates the visits conducted by the Leadership to Ethiopia, Kenya, Sudan, Djibouti, Uganda, South Africa, Tanzania, Burkina Faso, China, USA, Canada and Australia.
  27. Endorses the “outcome of meeting between the delegation of the Republic of Uganda and delegation of SPLM/SPLA (In-Opposition)” signed on 21st August, 2014.
  28. Welcomes and appreciates the invitation by the Chinese Government and endorses the recommendation thereof.
  29. Appreciates appointment of Representatives of the Movement to sixteen (16) countries, African Union, European Union, and United Nations.
  30. Encourage the Leadership to continue and intensify the diplomatic engagement particularly with countries outside the IGAD region that might have influence on the ongoing Peace Process.
  31. Urges the Leadership to review appointments of representative and develop programs to enhance their performance.
  32. Welcomes the report of the National Committee for Finance and Resource Mobilization and resolves as follows:
  33. Appreciates the report and recommendations of the National Committee for Finance and Resource Mobilization Committee.
  34. Authorizes the Finance and Resource Mobilization Committee to Mobilize and raise resources on behalf of the Movement.
  35. Approves the plan to raise funds through subscription, contribution etc.
  36. The Chairman and Commander In Chief to provide a letter of introduction when required by the Committee.
  37. Welcomes the report of the Committee for Development of Basic Document and resolves as follows:
  38. Appreciates the Committee for the timely development of the Basic Documents of Movement.
  39. Urges all members of the National Leadership Council to review the developed Basic Documents of the Movement and submit their input to the Committee before the next Leadership Council Meeting.
