Feb 17, 2015(Nyamilepedia) — The Tripartite Committee, established under article 41 of the Reunification Agreement, agreed on a Roadmap for the implementation of Reunification of the three major factions of SPLM.
The Roadmap agreement entails that Preparatory Measures will be put in place for re-integration of members of SPLM [IO] and SPLM Leaders [FDs] upon their return to Juba.
“The Tripartite Committee agreed on a Roadmap for the Implementation of the SPLM Reunification Agreement which entails Preparatory Measures for the anticipated arrival of in Juba of SPLM(IO) and the SPLM Leaders (FDs).” Reads the agreement
According to the Roadmap agreement, the Preparatory Measures include lifting of the “status of exile” on SPLM-Uhuru , the Leaders of SPLM, who were evicted from the country on security grounds following their release from detention.
The eleven plus former detainees, who were released on preconditions of SPLM [IO], virtually remained “neutral” in the neighboring Kenya, under the leadership of President Uhuru Kenyatta for the last 10 to 12 months.
The Preparatory Measures specify that there will be regional consultation, Security Measures for the protection of members of the Tripartite Committee, revocation of the decision for dismissal of party cadres, formal ending of the status of exile imposed on FDs and Unfreezing of personal bank accounts and redress for consequential damage and losses.
The above Preparatory Measures will be implemented within the following timeframe:

The Tripartite Committee welcomes the inclusion of the South Africa’s African National Congress (ANC) into the Intra-SPLM Dialogue Process as a Co-Guarantor with CCM.
The SPLM Tripartite Committee, who negotiated this Roadmap agreement, met in Arusha, Tanzania from Feb 12-16, 2015 under the auspices of Chama Cha Mapinduzi (CCM), and facilitated by the former Vice Chairman of CCM, Dr. John Samuel Malecela.

Re_unification of the SPLM as a party will help identify the perpetrators in the conflict and also building trust among the top leaders .
