May 22, 2016(Nyamilepedia) —– Despite the return of South Sudan’s former Vice President, Dr. Riek Machar Teny, and the formation of the Transitional Government of National Unity, many South Sudanese are left wondering of why the International Community, TROIKA and IGAD are not fulfilling their commitment and start funding the new government. Well, Machar’s Press Secretary James Gatdet Dak has an answer.

According to Machar’s spokesman, James Gatdet Dak, the answer is simple – South Sudan leaders have not done enough to deserve the foreign taxpayers’ money.

“The answer is because major provisions in the August 2015 peace agreement have not yet been implemented” Dak said.

According to Gatdet, many senior members of the former Government including President Salva Kiir are frustrated that Machar’s return has not brought the most needed dollar as promised.

“Senior officials in the newly formed Transitional Government of National Unity (TGoNU), and particularly from the former government, have been complaining that donors have not yet supported financially the new government and after H.E. Dr. Riek Machar has returned to the South Sudan’s capital, Juba.” Gatdet said.

To Salva Kiir, the donors should have poured in financial assistance as soon as Machar arrived in Juba in late April this year.

“Yes, Dr.Riek has come and we have now formed the government which they [international community] were using as the card to deny providing any support. Now that the government they wanted is formed, they have not come forward to provide assistances which they said they would provide. If they did not provide them because they were waiting for Dr.Riek, they should now provide them because he has come, after all the people who would benefit from whatever assistance they will give Dr.Riek are South Sudanese”, Kiir said

Gatdet warns that until the Transitional government resolves the issues  of “28 states”, formation of state governments, cantonment of SPLA (IO) forces in Equatoria and Bahr el Ghazal regions and the reconstitution of new national and state parliaments, among others, the International Community and partners will not fund the Transitional Government.

“Resolving on the mentioned contentious issues would send a possitive signal to donors.” Gatdet said.

While UNMISS, JMEC and IGAD-Plus have refused to recognize Mr. Kiir’s 28 states, President Salva Kiir has continued to operationalize the unconstitutional states despite many challenges including hunger and lack of facilities and budget to run the expanded states.

In Warrap and Northern Bhar el Ghazal states, the civilians are fleeing hunger to Sudan and the officials of the newly proposed government survive on food reliefs according to latest reports.

At least 300 children have been reportedly abandoned by parents who fled to neighboring Darfur. The children are believe to be sheltering in a mosque in Aweil State, the hometown of South Sudan Chief of army, according to Radio Tamazuj’s findings.

President Salva Kiir signed the agreement under duress in late August 2015, however, his signature bears very little influence in the battle fields.

The forces of the two warring parties have continued exchanging accusations over clashes at the cantonment sites in Greater Bhar el Ghazal and Equatoria within the last 4 weeks. More fighting continued in Unity State this week.
