September 03, 2016(Nyamilepedia) ——  TORIT – The Mayor of Torit Municipal Council Eddy William issued a Provisional Order no.1/16 reliving the members of Torit Municipality in former Eastern Equatoria State and issued another Provisional Order no 2/2016 appointing legislative and Block Council Members in five blocks of Torit Municipal Council in Imatong State.

The two Orders – no.1/2016 and no.2/16 were read over the state owned radio 97.fm on Sunday.

Mayor William appointed thirty five members for Legislative Council and twenty five Block Council Members in five blocks of Nyong block one, Hawai Messer/ Ibanany block two, Fodofodo/Addis Ababa block three, Ilangi block four and Abalwa block five.

When asked over the phone by Nyamile press reached on what powers did he exercise his Orders, Mayor Eddy William responded that he acted according to the section 26 of local government Act 2009 sub-section [1] which says the Legislative Council of each local government council shall consist of (a) thirty five members directly elected from quarters of the municipality.

“According to the law, the former fourteen members cannot pass laws, even if they pass and it didn’t reach the quorum of thirty five as required by law, it is still an unacceptable outcome,” he said.

He alleged that section 53 sub-section (1) and section 57 of the local government Act 2009 empowered him as Mayor to appoint or relieve staff of the Municipal Council, saying his main job is to organize institutions of the Torit Municipal Council so that the officials perform their functions diligently and effectively, execute polices and abide by laws enacted by the Legislative Council resolution and decision of the executive council in the new administration of Imatong State.

 “You see, chiefs and communities are the ones that selected and recommended the appointees from all five Municipal Council blocks, I am not acting alone,” he clarified his decision when he was asked Nyamile reporter about the validity of his power to appoint or dismiss local officials.
