South Sudan Rebels’ Delegation Prepares To Visit Juba In a Few Weeks

Nov 4, 2015(Nyamilepedia) —- After reaching an agreement on security arrangement, the leadership of South Sudan’s armed opposition, SPLM/SPLA, which has fought Salva Kiir regime for nearly two years, has pledged to send its first batch of generals to visit Juba as agreed in the recently signed compromised peace agreement (CPA-II).

According to the lead negotiator of SPLM/SPLA, Gen. Taban Deng Gai, their delegation will travel to Juba within the next two weeks.

“This is a very important step towards the peace we have signed. You recall that a few days ago we have signed a very important document timelining the activities that we are going to carry out and importantly, I have to announce here that by the mid of this month the SPLM/SPLA delegation should be in Juba” Said Gen. Taban Deng in Addis Ababa, Ethiopia.

Speaking after the signing of a security arrangement that gives Salva Kiir’s faction an upper hand Gen. Taban calls on his counterpart, Mr. Michael Makuei Deng (Lueth), to humbly receive the IO delegation in Juba when they arrive.

“Once again comrade Michael, prepare for our reception and the services that we should need while in Juba” Taban said.

Taban reiterates that the signing of security arrangement is historically important for the people of South Sudan and the ruling party, SPLM.

Gen. Taban guarantees that the two sides can now commit to full implementation of the agreement and reconciliation of the people of South Sudan.

Responding after the signing, the SPLM/SPLA Chairmain and commander-in-Chief of SPLM/SPLA, Dr. Riek Machar applauds the deal and said: “a meaningful peace is finally reached and stability shall ever more be sensed in our country, South Sudan.”

Machar believes that Security arrangement deal has been the toughest of all items in the peace talks and reaching this agreement has paved ways towards the implementation of CPA-II

“The most challenging, difficult and tangible chapter of IGAD-PLUS compromised peace agreement, which is security arrangements is now concluded and this will pave ways towards the implementation of peace agreement in letter and spirit.” Machar said.

In his speech, Michael Makuei reiterates that the signing of the agreement mark the beginning of the “real implementation” of the peace agreement the two warring parties signed in August this year.

“This is a day when we will start the real operationalization of the peace agreement in the Republic of South Sudan. We have not been able to move forward all these times because without proper security arrangement on the ground, we would not be in a position to talk of implementation of any other provision in the agreement”  Michael said.

“Today we have started the implementation as we move from here and as stated by my colleagues, The General Taban Deng Gai, that they will be going to Juba by mid November”. He continued.

Makuei strongly emphasizes that the signing of the security arrangement agreement marks the last talks in Addis Ababa, urging that this was the last meeting in Addis Ababa.

Makuei thanks the regional leaders, IGAD, Ethiopian government and international partners for their tireless commitment to restore stability in the war-torn nation.

Makuei, wh has been a hardcore on other stakeholders and mediators, apologize for all “inconveniences” caused during the negotiation.

Makuei reiterates that his government is committed and ready to implement the peace agreement.

“We are optimistic that together we shall walk it and take peace back to our people….The government of the Republic of South Sudan is fully committed to implementation of the agreement”

“We will ensure that the agreement is implemented in letter and spirit. Whatever difficulties, whatever huddle that we will be facing on the way, we will be addressing them all together”. Makuei said.

The security arrangement, which the IO has been opposing, gives SPLA-Juba an overall military force of 4920 and SPLA-IO 2910 for a total of 7830 armed forces.

The join military, which will be based in Juba, will comprise of joined police, presidential guards, National Security, Ceremonial, Military Police and the Army for the Barracks and Warehouses.

According to the CPA agreement, the two warring factions will command separate forces for 18 months after which the rival forces will be amalgamated into South Sudan National Defense Forces.

Rebels are really for food,instead for them to apologist to people of south sudan they are asking for their acommodation in juba. Government will not give them good accommodation because rebels killed thousands of innocent civilian across south sudan.

you need to seek immediate psychology treatment because what you expressed here on this web site is nothing more than the ultimate symbols of taphephobia(abnormal fear of being buried alive by the freedom fighters in Juba). Relaxes-traitorous-coward ! Nuer won’t seek revenge. It is not in our culture to do so. Nuer in general didn’t take and won’t take this current deadly war as between Dinka and Nuer because if we did, Generals-Duoth Guet(In charge of South Sudan external security), Gony Biliw(command Government forces in Malakal), Buay Rolnyang(In charge of Melut-Oil fields), PulJang(Lich State-literally erected concrete walls between Warrap and Benti ), Bapiny Minytuil(deputy for moral and mobilization) , Kong Nyuon(Jonglei Governor), Buay Malek( In charge of Government’s diplomacy survival- together with Dr. Benjamin Marial), and many others, would had rebelled or joined the Freedom Fighters’ Movement-SPLA-IO). In a nutshell, Nuer are nationalists and wouldn’t replicate Killer Kiir’s and the Dinka council of Elders’ tribal mindset period
