May 08, 2016(Nyamilepedia) —— Disappointed that the “west” failed to fulfill their promise, South Sudan President of the new Transitional Government, Mr. Salva Kiir Mayardit, calls on the international community to produce the financial assistance they promised during the peace negotiation.
The president reminds TROIKA and the international partners that Dr. Riek Machar has now returned to Juba and the Transitional Government of National Unity has been formed and therefore the financial assistance must follow.
“Yes, Dr.Riek has come and we have now formed the government which they [international community] were using as the card to deny providing any support. Now that the government they wanted is formed, they have not come forward to provide assistances which they said they would provide. If they did not provide them because they were waiting for Dr.Riek, they should now provide them because he has come, after all the people who would benefit from whatever assistance they will give Dr.Riek are South Sudanese”, Kiir said

Although the young country was not sanctioned for war crimes and human rights violations committed during the last 2 years of civil war, President Salva Kiir is bitter that the west has blocked all means of support for South Sudan.
“They have refused to provide any assistance, even loans which we would pay back. They connected them to the formation of the transitional government of national unity which we have now formed.” Kiir told politicians who paid him a visit after forming the new TGNU.
As a consequence of war, the United States diverted its financial support to peace negotiation after the war broke out in December 2013.
Before December 2013, US and partners spent billions of foreign aid in reconstructing the war-torn South Sudan, however, much of the foreign aid and oil revenue disappeared in a thin air.
Corruption Incidents
Although many South Sudanese do not openly discuss corruption in the country, records show that South Sudan is one of the most corrupt countries in the world.
An audit of government accounts between 2005 and 2006 showed that over $1 billion had disappeared without a trace during the term of Arthur Akwen Chol, the then Minister of Finance and Elijah Malok Aleng, the then governor of the Central Bank of South Sudan(CBOSS). The two men were accused of corruption and later dismissed without charges.
Between 2006 and 2012, South Sudan spent $1.7 billion on road construction, but only 75 kilometres of roads was built or paved.[4]
In 2008, Stephen Madut Baak, a presidential advisor, was caught at Heathrow(London) Airport with $3 million in cash.[4] Also that year (2008), Arthur Akuien Chol, former Finance Minister, reportedly stole $600 million.[4]
In 2009, a sum of $323,000 that was intended for East African students was deposited into a private bank account in Uganda.[7]
In early September, 2011, President Kiir demanded that 488 million pounds ($244 million) be awarded to ABMC, a company of his close associate, Benjamin Bol Mel, without any approval from the Council of Ministers. The payment was supposedly for road construction, but as of 2013 that was no evidence of a road constructed by the ABMC.
In 2012, President Kiir went viral on media accusing 75 officials in his cabinet and national assembly of having stolen about $4 billion US dollar. After writing them a friendly letter to return the stolen money, a few officials returned some money to anonymous bank account that was set up in Kenya. No clear details were reported and no charges were imposed.
Between 2012-2013, the Ministry of Roads and Bridges overspent its budget by 1513%.[8]
In 2013, $6 million was stolen from Salva Kiir’s office.[4] Again, a cash sums of $14,000 and 176,000 South Sudan pounds ($55,000) were reportedly stolen from the president’s office in March 2013.[7]
Between 2013 and 2014, the President’s signature and stamps were reported stolen by close associate in his office. Unaccounted amount of money was authorized to friends and family members. No one has been held legitimately accountable so far.
After April 2013, President Kiir fired the deputy Foreign Affairs minister for International Cooperation, Elias Wako Nyamellel, and suspended Yel Luol, an executive director in the president’s office, Mayen Wol, a personal assistant to the president, and Nhomout Agoth Cithiik, the accounts controller in the president’s office, in connection with the disappearance of cash sums of 176,000 pounds and $14,000 from the president’s office.[13]
Despite the endless list of corruption in the young nation, United States has never stop investing in South Sudan. In 2015 alone, USIAD spent $75.3 millions on various sectors in South Sudan. According to their 2015 reports, USAID spent $16.3 millions on democracy and governance, $28.8 on Education and social service, $3.2 millions on environment and $27.0 millions on health.
Less than two weeks ago, upon Machar’s return to Juba, the United States announced more than $86 million in additional humanitarian assistance to help conflict-affected people in South Sudan, as well as South Sudanese refugees in the region.

The most corrupt leader in the world is Salva Kiir and because he is corrupt , he can not persecute the coruptors, therefore , President Kiir Must set example first before judging other and before accusing the international community. UN wants south Sudan to prosper and Not to scramble in bloody war and corruption. The UNITED NATIONS and the INGOs are helping the poor civiliansds while you and your teams squandering the nation resources.
. How can you claim to be nationalist amd patriotic when you take all the cash of teh country and use it for yourself and teh Awan Family and continue to build his DINKA empire at expense of South Sudan. What will you tell South Sudanese citizens ? ..lies and lies all the time .ya jamannaa..
