South Sudan: Government Rejects IGAD-PLUS Peace Proposal!

June 13, 2015(Nyamilepedia) — South Sudan government objects the IGAD-PLUS proposal to close the widening gap between the two warring parties in order to return the direly needed stability to the world’s newest nation.

The IGAD-Plus power arrangement proposal recommends that Salva Kiir administration will take the lion share of 53% of power in the national government, 100% of power in seven out of ten states and 33% in each of the three states of Greater Upper Nile.

The proposal gives the armed Opposition 33% of power in the national government and 53% of power in each of the three States of Greater Upper Nile.

The remaining 14% of power at the national level and from the three states of Greater Upper Nile would be allocated to other stakeholders in the country.

Although the government controls less than 25% of the Greater Upper Nile region with the exception of some of the main administrative centers, the government rejects the proposal for allocating most of the powers in the GUN region to the rebels.

According to the Press Secretary of President Salva Kiir, Ateny Wek Ateny, the government will not adopt the new proposal, which he refers as “nonsensical”.

Ateny threatens that the government negotiating team would be held responsible if any of them agrees to such IGAD-Plus proposal.

“No No, the government did not agree on this. This is nonsensical, whoever took that decision on behave of the government should take the responsibility. The government did not agree” Ateny exclaims.

“I was attending the meeting yesterday, the extraordinary meeting, I was there and I didn’t hear anybody saying we adopt this.” he continues

He reiterates that the document was presented “as take it or leave it” and he believes that the government has resolved to leaving it.

“The document was presented as leave it or take it, and we will leave it, we will not take it” Ateny said.

Asked whether the government should draft its own proposals to be negotiated at the Peace Talks, Ateny attests that the government only reacts to proposals presented by IGAD and other stakeholders.

“The government does not negotiate to itself, the government reacts to the proposals that are brought by the IGAD. We have been given proposals” Ateny said.

Ateny believes that as a “sovereign states”, South Sudan should not be conditioned to leave or take any proposal because the government will leave it.

Speculations from the Addis Ababa consultations, suggest that the peace talks could be moved to South Africa.

To the regime, if the venue is changed to South Africa, Ateny suggests that the Peace Negotiation would also be diverted to Arusha SPLM-Reunification Agreement, which was facilitated by Tanzania and South Africa.

“If the talk is moved to South Africa, you know, the Arusha Document will provide the complimentary road map to peace” Ateny said.

Although the armed Opposition attended and agreed with the Arusha SPLM Re-unification, SPLM/SPLA [IO] downplayed the last meeting in South Africa on Re-unification.

As a result of Johannesburg SPLM Reunification dialogue, the SPLM-Leaders, also known as G10, agreed to return to Juba as part of the Arusha arrangement.

As African leaders converge in Johannesburg, SA, South Sudan conflict and turmoils in Burundi, Nigeria, Congo and Somalia will dominate the Twenty Fifth (25th) Ordinary Session of the African Union.

Members of IGAD-Plus countries and partners will also hold parallel meetings to discuss South Sudan conflict in Johannesburg with hopes to set the datelines and finalize the proposals of the next round of South Sudan Peace talks.

Those of A Teny Wek are the ones who block peace to come back to South Sudan due to the fact that any proposal which is designed by IGAD to bring peace to the country is rejected by the government. In this case the government of South Sudan is not in favor to bring peace to the nation. It claims for peace can be term as lie.

Any proposal that grants a lion share to traitor Riek Machar and his uncivilized, impatient, bush lovers, wild, power hungry, war mongers, visionless, tribalistic, pretenders, isolationists, self-centered, uncaring, Arabs slaves, western tools of South Sudan destruction, Khartoum’s oil guards and hopeless, Khartoum’s proxies and “wanathin – with no inquiry” Nuer group can outrightly be rejected by people’s government in Juba. The Rep. of South Sudan enjoys its sovereignty like other nations around the world and it shouldn’t be made to accept things which could be in contrary to its people’s beliefs and expectations. However, business venture and toothless IGAD – Plus can wastingly generate mountains of proposals, but the Governments of the Rep. of South Sudan can reject them … [the foreigns cooked proposals] if they don’t reflect its people’s expectations.

Why would IGAD including itself, UN, and AU to be part of managing the Country? Or to be a part of country institutional? It is like the same things that been proposed on the air to handover the country to IGAD, UN, and AU which was in AU leak report also.
Dr. Ebola (Riek Machar) try very hard to come back to governs, which never going to happen.

I can’t believe this war who killed about more than 50 thousands people in south Sudan is all about power sharing yes I’m agreed to 53% to the government in Juba and 33% to SPLM IO and 10% to G10 fine, but my question is how many percentages they give to 50 thousands people who have been killed and thousands homes and millions of people who lost the love one.

Look confused government they are rejected the proposal which favored them,if u don,t wanted go to front line and white armies if u will manage it.2nd very good uppernile region under us.am fearing where will uppernile governors and his primitive commisioners go?while some of them they have homes in USA! John Aliap, the proposal was in interest of your drunkard uncle whose term was over, he suppose to be excluded from TGoNu because he completed his two terms plus the serious crimes of against humanity , genocide and war crimes against his voters. Your childish and insane comment if war continue will make victim of war die like wild dogs . Peace proposal which give Grss 100 % in two region as lion share is very bad too .

Killer Kiir Kuethpiny and his cronies the Dinka council of looters and national traitors will not agree to any peaceful settlement or halt their ethnic cleansing campaign against the Nuers unless the regional monster and their God father Museveni unplugged UPDF life support from the incompetent killer Kiir’s genocidal regime. The 63 tribes of South Sudan are dealing with natural born traitors, remorseless, and insatiafiable greediest monsters.

This is not the best peace agreement, but it may pave the way for a better agreement that will gradually move South Sudan to democracy in which there will be presidential term limits that will benefit all South Sudanese irrespective of your tribal background.
Stop fighting and make South Sudan better than Uganda and Sudan.In Uganda , for instance, Mussevini wants to rule for life and later on give Uganda to his sons after his departure. And in Sudan, Al Bashar has no definite time to relinquish power and is also determine to rule for life.
You can accept this little peace, and brake away from these two nations by making South Sudan a better place free from all violence.

I was surprised to hear that the RSS has already rejected the newly proposed IGAD Plus peace proposal to try to resolve this current war between the SPLM’s factions and bring peace back to South Sudan. Without any doubt there are known individuals in both camps who see this senseless and destructive war as opportunity to exploit for their personal gains.

And in particular, those heartless figures on government side, call them politicians who always rush to SSTV to voice their useless objections to any attempt made by IGAD and the peace loving people to try to bring the warring parties together to resolve their differences and bring peace back to the country.

I knew for sure that the likes of Bashir and Ateny Wek and Makuei will waste no time to voice their obvious objections to it as soon as they got their dirty hands on that document. Mr Bashir forgot that Omar El Beshir of Sudan accepted to sign CPA with Dr John Garang of the SPLM/SPLA when the SPLA controlled only a small portion of the then South Sudan region currently Republic of South Sudan. For example, Juba, Torit, Bor, Malakal, Wau, Bentui, you name them were controlled by SAF/Sudan government when CPA was signed in 2005. Yet, you can always see them on SSTV saying all these nonsense to justify why the RSS should not make peace with SPLM-IO and so forth. Please, give peace a chance we are tired to hear all those rubbishes from you every now and then!

In conclusion, if we really want to stop this senseless war and bring peace back to South Sudan then, the peace loving people whether South Sudanese themselves and their friends in Africa and the world over need to stand up against these individuals on both sides to suppress their interests for the sake of peace. South Sudanese people have suffered for too long and they really need peace now not later when SPLM’s factions have finish them. I sincerely challenge these individuals on both sides if they’re true nationalists to let go their interests and do all they can to stop this senseless war instead of being obstacles to peace that the South Sudanese people are yearning for.

Uncle D. You have phrased this argument very well. Indeed, there are some politicians who view this latest peace process, as an end to their current self interest. Any attempt to bring peace in south Sudan, is a set back and they would prefer perpetual war to peace. These culprits deserve to be isolated and charged as obstructionist.
