Jan 26, 2016 (Nyamilepedia) —- UN Panel of Experts on South Sudan finalizes its lengthy report and presents it to the UN Security Council urging for enforcement and implementation of travel ban and asset freeze against identified key leaders of South Sudan warring parties as prescribed in the UNSC resolution 2206 (2015). The report seen by Nyamilepedia states that the move is triggered by the fact that the Agreement on the Resolution of the Conflict in South Sudan signed in August 20115 has been violated in a number of times by both the Government of South Sudan and the SPLM/SPLA in Opposition. The report further says those individuals from both sides of the conflict whose actions or policies directly or indirectly threaten peace, security or stability of South Sudan must face severe sanctions measures.
The Panel regrets in the report that some of individuals previously issued with travel bans and asset freeze by the UNSC have violated it and instead frequently fly to east African countries as if they have never been served with notice. Among those Generals from the SPLM/SPLA in Opposition who previously hit with travel ban and asset freeze but violated it include Generals Simon Gatwech Dual, James Koang Chuol Ranley and Peter Gatdet Yak; while Government’s Generals consist of Marial Chanuong Yol Mangok and Gabriel Jok Riak.
“SPLM/SPLA in Opposition commanders James Koang and Simon Gatwech – both of whom the Committee listed on 1 July 2015 – admitted to the Panel in November 2015 that they had violated 2the travel ban by boarding the flights to Addis Ababa, Ethiopia to participate in the workshops on the transitional security arrangements in both October and November 2015. Both Koang and Gatwech also told the Panel that they did not commit the acts that led to their designation and claimed there had no outreach by Council members to them to explain the sanctions or the rationale for designation,” reads a section of the report.
“The Panel has confirmed first-hand that Peter Gatdet has visited Sudan on multiple occasions since the Committee listed him on 1 July 2015.”
“The Panel obtained documentation indicating that Maj. Gen. Marial Chanuong Yol Mangok and Lt. Gen. Gabriel Jok Riak still operated active bank accounts at the Kenya Commercial Bank in South Sudan as of late summer 2015,” continues part of the report.
The Panel intends to provide a confidential list of individual names whose actions or policies are directly or indirectly threat to peace, security or stability of South Sudan – that includes those who committed serious crimes under international humanitarian and international human rights law – in January 2016.
In the heavily worded report, the Panel accused President Salva Kiir, South Sudan Chief of General Staff Gen. Paul Malong Awan, and Director General of the National Security (NSS) Internal Security Bureau Akol Kur of carrying out a deadly war, targeting civilians and total destruction of communities.

The Panel of UN Experts are so bias or do not know what they are doing at all to solve South Sudan conflict. This fake UN expert need to be sanctioned too for being hiding behind Salva Kiir. The fake UN Experts have been sanctioning the people who fight back in self-defense and refuse to sanction the real troublemakers in Juba.
Shame on you UN Experts.
I think this is a good news for UN to take action because those two guys let the country down they started the war and their families are enjoying good life accepted the innocent civilians died in this because of Machar and kiir and we wish the UN should arrest them and others good southern Sudanese could step up to rule the country without looking at tribe.
U N experts decision is the good decision , let them take the two leader, confirm who have committed the crimes, andlet them deals with that person.instead of suffering of the whole country.
