IGAD Urges The Parties To Form The TGoNU On The Basis Of ARCISS And Incorporate The Agreement Into Transitional Constitution

Jan 31, 2016(Nyamilepedia) —- The Inter-Governmental Authority on Development (IGAD), a regional bloc tasked to peacefully intervene into South Sudan conflict, has issued a comprehensive Communiqué urging South Sudan warring Parties to the conflict to form the Government of National Unity on the basis of Agreement on the Resolution of the Conflict in South Sudan (ARCISS) signed in August 2015.

The Communiqué of the 55th Extra-ordinary session of the IGAD Council of Ministers extended to Nyamilepedia also urges, both the Government of the Republic of South Sudan under President Salva Kiir Mayardit and SPLM/A [IO] former Vice President Dr. Riek Machaar Teny-Dhurgon, to incorporate the Agreement into the Transitional Constitution as signed. IGAD clarifies its stance and out that the Provisions of the ARCISS that bring about the formation of TGoNU will be Supreme to the Constitution.

In the same document but in a different text, the Communiqué calls on the SPLM in Government and the SPLM in Opposition to implement the first phase of Transitional Security Arrangements within the first week of February 2016 for Juba in order to provide the establishment of the TGoNU.

Armed Opposition leader Dr. Riek Machar stated in a news conference in Kampala, Uganda last week that he would go to Juba when the Transitional Constitution is finalized and passed by South Sudan National Legislative Assembly.

The IGAD Council of Ministers in the Communiqué blame the Government saying the Establishment Order 36/2015 is inconsistent with the Agreement on the Resolution of the Conflict in South Sudan, and at the same time call upon the Parties to rapidly form the TGoNU, arguing October 2, 2015 Presidential Decree should not delay the formation of Transition Government of National Unity.
