AUPSC Terminates the Mandates of AU Commission of Inquiry on South Sudan, Calls for Memorialization of “December 15th”!

Sept 28, 2015(Nyamilepedia) — The African Union Peace and Security Council, which met on September 26th in New York, decides to terminate the mandates of AU Commission of Inquiry on South Sudan (AUCISS).

The Council terminates the mandate of AUCISS and requests the chairperson of the commission to take all the steps required to this effect.

The Council further requests the chairperson of the African Union Commission, Nkosazana Dlamini-Zuma, to release the AUCISS report and Separate Opinion for public information.

The Council calls on the South Sudanese leaders to thoroughly study the report and fully internalize it, as part of the necessary introspection and critical assessment of their deeds and failures, in order to lay the ground for political and social renewal and legitimacy.
The Council requests the Chairperson of the Commission to “significantly” enhance the AU Liaison Office in South Sudan and to upgrade it to the level of a PSC/MI/COMM.1(DXXVII) Mission, similar to AU Mission for Mali and Sahel (MISAHEL), with the following mandates:
  • monitor political, security, humanitarian and human rights, as well as socio economic developments in South Sudan, and interact regularly with the South Sudanese authorities and other stakeholders;
  • support the implementation of the relevant provisions of this Communiqué, as well as the work of the AU High Representative for South Sudan and that of the AU High-Level ad hoc Committee on South Sudan;
  • assist, as appropriate, the implementation process of the Agreement on the Resolution of the Conflict in the Republic of South Sudan;
  • monitor and support the implementation, in South Sudan, of relevant decisions of the AU policy organs and other AU policies and programmes on peace building and post-conflict reconstruction;
  • coordinate with IGAD, the UN, the EU and other relevant multilateral and bilateral partners; and (vi) undertake any other relevant related task;

The AUPSC calls for full implementation of the agreement, emphasizing full implementation of a comprehensive security sector reform programme aligned with the constitutional commitment to create a diverse national army under effective centralized command, as well as review of the legal framework governing the South Sudan National Police Service (SSNPS), and steps to create modern and streamlined police service and other relevant services.

Establishment of Compensation and Reparation Programs and Memorialization of the victims

The African Union Peace and Security Council declares their supports to the establishment of the Compensation and Reparation Authority (CRA) and to the Compensation and Reparation Fund (CRF), as provided for in Chapter V (4) of the Agreement.

As outlined in the AUCISS reports, the Council calls for institutionalization of the December 15th in memory of the victims of 2013-2015 as part of the broader process of preventing such tragedies from recurring in the new nation.

You are right Torbaar. This guys talk nicely in the USA and when they reach Africa, they talk different things. They make us Africans to be insulted as people who can not manage themselves. Shame of you AU

No different between 28 and 21 States the only question is why at this very time its a sound leadership animation or just playing another dirty game to loophole the other party. What about the citizens who are just wanted to drink clean water and eat good food. Did you thought of them or you just acted on your own will and how can you create News States instead of waiting for the formation of TGNU in December just two months. The will is yours and the games is yours, but the decision is not yours the citizens will decide for their fate and destiny one day.
