African Youth Network Calls For Immediate Release of Gen. Buay Rolyang and a Former Governor Under Detention in Juba

May 11, 2016(Nyamilepedia) —— A South Sudanese non-profit youth organization known as the African Youth Action Network calls on Salva Kiir’s SPLA/SPLM faction to release two generals and the former governor of Western Bhar el Ghazal state who are currently serving detention in the capital, Juba.

According to reports from the army headquarters in Bilpham, Major General Buay Rolyang, who fought tirelessly in defense of the only functioning oilfields in Upper Nile State and Maj. Gen. Joseph Manyuat Manyzol were arrested on 19th March, 2016.

Confirmed by the relatives, Gen. Buay was arrested after he was transferred to Unity State to revise human right violations in the state, however, he ran into sons of Manytuel and Gen. Mathew Puljang, who run a parallel militia that fights for Salva Kiir government in Unity State.

The African Youth Action Network calls on SPLA(IG) Chief of Staff, Gen. Paul Malong Awan, to ensure that the generals and the former governor are either released or charged as required by law.

“African Youth Action Network have gathered evidenced that two generals and former governor of Western Bhar el ghazal state were arrested and detained at the SPLA Headquarters in Bilpam the neighbourhood of Manga Teen on 19th /03/2016.” said the non-profit youth organization.

“We also call upon the COGs SPLA Headquarters to present the detained general and former governor in an independent military tribunal or court so that they are charged with recognisable offence compatible to the SPLA laws and not repugnant to the international law and standard or immediately release them” part of their report reads

Although many detainees are brutal tortured, sometimes to death, the generals have not been tortured according to close aids.

While the generals have limited access to their families and friends, it is said they have access to medical care in detention.

Reported by eye witnesses in Unity State, Gen. Buay tried to streamline the army to follow army code of conduct and protocols to reduce the widely spread human rights violations in Unity State; however, his operations are believed to have intimidated the activities of other Bul Militia, commanded by Gen. Bapiny Manytuel and Gen. Mathew Puljang.

According to reports released in March by the United Nations, the government militias are rewarded through atrocities, rapes, cattle raids, human right violation and war crimes inflicted on the enemy and their supporters.

Other allegations claim that Gen. Buay, was seen as an alternative to replace Dr. Joseph Nguen Manytuel as the governor of Unity State once peace returns which is believed to have put Manytuels in self-defense position for power.

While Dr. Nguen is the governor of Unity State on president Salva Kiir terms, his brother Gen. Bapiny is a Deputy Chief of Staff based at the army headquarters at Balpham, Juba.

The reports further confirmed that the former governor of Western Bhar el Ghazal, Akoldit, also remains behind bars in Juba.

The youth calls on the president and his chief of army to act fast to release the detainees as a token for implementation and reconciliation.

According to its executive Director, Mr. Malual Bol Kiir, African Youth Action network is non-profit, non-political organisation formed by a group of youth as part of the call to action by youth towards true development, respect of human rights and for youth to be agents of positive change and peace builders in the societies.

I totally disagree for release of Buay Roly angry whatsoever since he became a scavengers of Kiir. Good luck with your positions general,sorry Iam not a politician to dodge the truth about your breached trust in Nuer society.
