Revealed: President Kiir Ordered A Crackdown on Outspoken Military Officials

March 21, 2014(Nyamilepedia) — The incumbent president of the Republic of South Sudan, Gen. Salva Kiir Mayardit, has allegedly ordered a major crackdown on former army and police officials within the country and East African region.

A reliable source within the security organs explains to the editorial team of Nyamilepedia that Salva Kiir called an emergency meeting on Thursday this week at National Security Headquarters with heads of his security forces, and briefed them on the conflict and ways forwards as he expects to sign a controversial Security Bill into law in a couple of days.

The insider revealed that Salva Kiir was troubled by some decisions that he took through directives of National Security Service but threatens that his security forces must be vigilance to stand with him against any perceived insecurity and risk in the country.

The president has reportedly threatened members of security forces to watch out otherwise this time he will not leave anyone behind.

“I will not leave any one behind. You will go down with me. Some will go before me, and some will go with me together.” Salva Kiir tells the heads of security forces this week in Juba, South Sudan.

The official also revealed that Salva Kiir has allocated a budget to arrest his former Chief of Military Intelligence, and to seize all vehicles with South Sudan plates number and property of government officials in East Africa.

“He has frozen all bank accounts of officials that ran to East Africa and taken over all the houses and vehicles with South Sudan registration plate number. He has paid money for the capture of Mach Paul” The official, who spoke on condition of anonymity, explained to Nyamilepedia Press.

The reliable resource revealed that President Salva Kiir has issued arrest orders for his former Chief of General Staff, Gen. James Hoth Mai, former Chief of Military Intelligence, Gen. Mach Paul and Gen. Pieng Deng Kuol, the Inspector General of the South Sudan Police Service (SSPS).

The main reasons for their arrest, according to the official, have not been highlighted in the arrest document, however, the insider believes that their arrest is connected to their confessions to media and to African Union Commission of Inquiry on South Sudan conflict.

The outspoken officials have denied in their subsequent interviews that there was no coup in South Sudan but a misunderstood pretext by President Salva Kiir and a few members of his government to eliminate reformists and senior officials, who demanded change within the ruling party and the country.

While Maj. Gen. Mach Paul, was sacked from Military Intelligence after denying the coup narrative against the last four political detainees in mid April 2014, the Chief of army, Gen. James Hoth Mai, was removed from the army in the same month to hand over the army’s leadership to former Governor of Northern Bahr el ghazal, Gen Paul Malong Awan, who has been accused of having recruited the tribal militia, “Dotkubeny”, that was involved in committing grave atrocities in Juba, December 2013.

The former military and polices officials also dominated the leaked African Union Commission of Inquiry Report, backing their previous accounts that there was no coup in Juba in 2013.

“A fuller account was given to the Commission by the then Maj. Gen. Mac Paul, former Director of Military Intelligence:[42] Organized killings of civilians began the night of the 16 Forces fighting in the barracks were defeated – house to house. It began in a place called 107. Perpetrators of this came from New Site, a military residential area. It was a combination of military police, commandoes, national security, etc. Those who killed from 16th evening to the 18th came mainly from Bahr el Ghazal. Maj Gen Bol Akot led the commandos, who had no other command.” Reads parts of the leaked AU Commission of Inquiry report.

“Furthermore, both contradict the claim by President Kiir on December 17 that there had been a coup attempt. Maj Gen Marial Chanuong Yol Mangok told the Commission: “I reported a mutiny in my garrison. When the shooting spread beyond my garrison to town, I could not give it a name.”[19] The then Director of Military Intelligence, Maj. Gen. Mac Paul, shed further light on this in his remarks to the Commission: “Breaking into the armory was a response to rumors. Nuer mobilization began when the killing began on the 17th and 18th.”[20] The AUCIRSS report clarifies.

Both Hoth Mai and Mach Paul have had misunderstanding with the president on line of duty over the years as Maj. Gen. Mach Paul believes that President Salva Kiir does not listen to his advisers.

“We managed the situation when Riek was removed as Vice President – we talked to Riek. I congratulate him for dealing with the situation well. I went to see the President and told him, you can remove these but dialogue with them, but he refused. He even refused to talk to the ministers he had dismissed. He was depending on the Dinka ministers who feared they would be elbowed out if there was dialogue.”[9] Maj. Gen. Mach Paul told the AU Commission of Inquiry.

Hoth Mai, who denied the coup allegations on the Australian based SBS Dinka Radio after he was removeed, blames Salva Kiir and his speeches for the current conflict in the country.

“That evening, shooting occurred; it started at the army head quarters and spread all over town.”[12] General James Hoth Mai, then Army Chief of General Staff told the Commission: “the speech of the President at the opening of the NLC contributed to 70% of this problem.[13]

The Inspector General of Police, General Peng Deng Kuol, told the Commission that “night of the 15th I came to my office when I heard of the shooting. We heard of the killing in the morning. We sent police. They were overwhelmed by military or anyone claiming to be military. I was with Chief of Staff. There was no order from Chief of Staff or Commander of Operations, James Ojong, nor from Chief of Intelligence of Army. There was no centralized command. There could be elements who could have organized in a certain way – a certain civilian calling himself a Major-General and a group calling itself “Rescue the President.” That Major-General was arrested by the army but escaped as part of the breakout on March 5.”[41] Part of the AUCIRSS reads.

The house of the Inspector General was attacked by members of the army on December 17, 2013, however, Gen. Pieng has maintained his position for the last 15 months. It is yet to be verified if the President is planing to remove the Inspector General of Police from his current position.

That is your imagination. The government has not done anything to of such kind. In fact, the AU chairperson denied that the report belongs to them. Though there is evidence to believe that the report belongs to the AU commission of inquiry, no government can react to unofficial reports.
in addition, what would be the reason for government to crackdown those who participated in the AU investigation? Is it because they told the truth to the best of their knowledge? There are only two people who lied in that report. They are Paul Malong Awan and Lok Tang. There are more names that will be in the final report. The participants were thousands of people, not just generals and security ministers.
Let me ask you one thing, if the government of President Kiir has allowed Lul Ruai Kong, James Khan Joak, Yiey Puoch, Bangot Amum and her brothers and thousands of other rebels that are returning to Juba everyday after all the killings that they did, why would the government crackdown on people who have talked and didn’t kill any Dinka for that matter. Your propaganda does not hold water. I am here in the ground and nothing of that kind has occurred.

I strongly belief the Inquiry of the commission committee were been giving false reports for example, one has claimed that, he saw the soldiers were killing people and forcing others Nuers who were alive to eat this is absolutely false report, because such a thing did not happen at all. The second example, some people are claiming there was a recruitment take place from Northern Bahr el Ghazal State and Warrap State before crisis happen in Juba again, this is false too. I was in Warrap State during event in Juba but I had never seen new recruitment army were been taken to Juba.The third false claim, after removing former vice president Dr. Riek Machar Teny then, president Salva Kiir went to Warrap State to give a hateful speeches, it is another false statement.The president last visited to Warrap State was been seen in 2012 until now, he had never went to his home State trust me. I will not argued for those who claimed president went to Northern Bahr el Ghazal State, Western Bahr el Ghazal State and the Lake State however, his trip always directly to Western Bahr el Ghazal State most of the time and he don’t even go to Warrap State because he is not popular any more in Warrap State and this is why he doesn’t visited frequently..

I think the Inquiry of commission committee maybe they were being giving bribe by organizations who were taking side to cover up the worst part on the rebels side.The commission have failed to reports the phone calls by former vice president before clashed happen in Juba.The former vice president did made phones called on most of the SPLA generals from Nuer ethnic before anything happen and he was directed them to get ready while knowingly there were about 8700 SPLA from Nuers ethnic in Central Equatoria State base in Juba and they were been informed already through Nuer’s language and fake money were giving to them. Also the commission have had failed to reports what have happen in Bor, Malakal and Benetiu from the first day when two majors generals by name Mr. Peter Gatdet Yaka and James Koang and it was sadden when we have lost about 200 Students from Dinka ethnic were murders in Upper Nile’s University by one of them being directed to do so. Just to give you example, James Koang were in one Division with his deputy Br, general Gum Atom from Warrap State in Apuk community of Tonj and he was killed innocently by James Koang from Unity State in Benefit in the first day conflict meanwhile, his late deputy did not hear anything happen in Juba.Same thing happened in Bor, Peter Gatdet Yaka killed his deputy Br, general from Dinka ethnic. What had happen in Juba shouldn’t affect anyone from others two States but they did it because the former vice president had been informing them to get ready and I assumed they were doing it as a plan. We Dinkas peope in particular, from Bahr el Ghazal regions have absolutely refused to do what these two majors generals, Peter Gatdet Yaka and James Koang have done in Bor, Malakal and Bentiu.There were three thousand[3000] of Nuers SPLA in Western Bahr el Ghazal State from Division three and another Division in Northern Bahr el Ghazal State at Wun Yiik HQ but they were not being killed, some were been called by former vice president to defected quickly and they did but more others are still alive living in the middle of million Dinkas.Please keep singing about denying coup attempted in Juba, but there are some facts that were not actually being giving to inquiry commission committee and you can not deny the reality that, the former vice president had made called on most SPLA generals from Nuers ethnic just to get ready and he also made called on Omar al Bashir to give supply if there is anything happen in Juba and that was two Months way ahead of time before December15/2013. It is amazing for former vice president to fool his own people not to tell the fact for what he had been doing before clashed happened in Juba.

You provided some correct information in your analysis. Where you went wrong is in the fact that you didn’t know that training was being done in Aweil. Yes, initially, the training was done for the war that was happening in Heglig when Gen. Gatduel Nyakuach defeated the Sudan Army and chased them out of Heglig. At that time, General Mamor, who is now the Minister of National Security was deputy Chief of Staff for Operations…He himself went with Gen.Gatduel to Heglig. when he saw that some units of solidiers from Equatoria and Bhar Al Ghazal deserted, he reported this. As the result, the President and all the Governors of the ten states called for youth mobilization to join the war. However, only Warrap and Northern Bhar Al Ghazal responded to the call. That is how Mathiang Anyor came into being. However, as South Sudan was under pressure from international community to withdraw from Heglig, the President ordered James Hoth Mai to pull out the forces from Heglig, though they didn’t like it, the soldiers must respect the commander in chief and they withdrew. Now, since there was no war, the recruitment drive couldn’t proceed. Paul Malong was asked to dismiss the Mathiang Anyor in training, but he didn’t do it. He kept them there. Paul always held a philosophy that if the Nuer are more in the army, it was a threat to the Dinka leadership. Sometime in March and April 2013, he campaigned very vigoursly to either be appointed as Minister of National Security or chief of staff in order to protect the President as he put it. But the president had great confidence in James Hoth Mai. And yes, only 300 from Mathiang Anyor were brought to Lure to add to the presidential guards before the war in 2013. Remember that Presidential guards were 3000 in number and of this 1800 were bodyguards of Riek and Matip who are all Nuer from Bentiu. Then you are left with 1200 who were predominantly Dinka and those were the orginal bodyguards of Salva. It was logical that 300 were added to make his loyals 1500. But even this, they cannot fight 1800 Nuers if all the Nuer really turned against Kiir.
Mathiang Anyor were taken to Bor and Malakal. They didn’t even go to Bentiu because the war in Bentiu is fought by Bull Nuer among themselves..It is a local conflict now and it has nothing to do with south Sudan.
Finally, the AU report. Yes, some testimonies are wrong especially that of Paul Malong and Lok Tang. The testimony by UNMISS survivors, especially that the Nuer ate carcass was a very big lie. Then, UNMISS report that was leaked was only leaked in the part which address Juba massacre to force Kiir to sign agreement on 5 March 2015.That was the plan of TROIKA. The rest of the report is not leaked especially parts where participants who are Ministers in non-security sector are interviewed and which addresses, the killings in Bor, Akobo, Nasir, Ulang, Malakal and Bentiu will be released. The interview of the rebels also will be presented when the report is released. so, I know that more than 42 of our senior people are already labeled for sanctions in both the rebel and government camp. It is a big devastation for South Sudan even though Riek was blindly calling for its publication as if he does not know that his name is on top of the list of rebels going to account for the death people.

Great comment from Nayluak lual, you are writting sense and not tribal, its facts and this is what I always say, people should write facts and not fabricating things, The rebels are always demanding for the Au report to be published because they think it only affect President Kiir for the killing in Juba forgeting that Riek killed more than Salva Kiir, Riek’s white armies massacred people in Bor every where, in the Church, in the hospital, rapping all the old Catholic Sisters in Bor, Massacred over 80 Dinka Civilians who took refuge to UNMISS Camp in Akobo, infact the Indian Battalion resisted them but the white Army forced themselves inside the camp, Massacred all Dinkas mostly women Children and the elderly plus two UN soldiers from India too. Riek is just playing with fire, Riek Massacred over 26,000 Innocent Civilians in Malakal mostly Shilluk, Dinkas and Equatorians whom they believe to be loyalist to the Government, Riek massacred over 21,000 Innocent Civilians in Bentiu and UN is aware of that and taken live inteviews, James Koang went to Bentiu Radio FM telling Nuers rebels to kill any one apart from Nuer and Ethiopians, telling rebels to rape all non Nuer women.

Infact Rebels are the most Victime of the Long awaited AU report, let them wait and see what will happen, Warlord Fool riek will go to ICC plus his generals such as Peter Gadet who shot down the Rusian UNMISS helcopter plus James Koang who went to Radio station to air hatred and targeting particular tribe for the sake of Riek’s lost position. Am Nuer from Lankien but never shall I support Riek’s rebelion, Riek is capable of becoming president but he used wrong way of becoming president, He has already urinated on his clothes and non of the SOuth Sudanese would ever support his quest for power as he always prefer violence to become leader, such kinds of methods are already of the past during those

Nyaluak and Mii Diit, don’t you feel ashamed to fabricate lies? Defending Kiir for money will never solve South Sudan problems neither eradicate the Nuer from their ancestral land. The Gelweng were trained in two states of South Sudan for one purpose;to target the Nuer as a revenge of 1991 and any other explanation is void and null. Where in the world do you recruit army from only two out of ten states in the same country if there was no hidden agenda? The AU report indicate that Gelweng was recruited and trained out of the knowledge of then chief of staff, Hoth Mai or he did not approved their budget from the regular army and that’s an indication Gelweng was trained as a private army. The AU report is only telling us what we already know and nothing else.
As for the fake Mii Diit, why does UNMISS not release the report of which party shot its helicopter in Bentiu in 2014 if you’re convinced it was Gatdet Yak? Do you people think you can comment garbage in this website and think you can get away with it. You are dealing with knowledgeable audience and not your usual submissive audience in Juba who do not question things out of fear.

Always provide rational alternative point of view from facts. And also please always read and understand before you respond. This is important if you want to engage intellectually. Come and see here in Juba whether the audience is submissive or not. Do you think that Kiir is not being advised? He is being advised, but leaders choose whether or not they can implement your advise. It is his turn and let him lead the way he sees fit. Whoever will be the next president will correct what has not solved. This is how the world works. Obama is now fixing what George Bush left as mess in USA. So, take a deep breath and refrain from tribalism. Who does not have a tribe? And where will it take us than destruction. When a Nuer is wrong, he should be told by everyone including Nuer that he is wrong. The same goes with Dinkas. That is the kind of country we want to create.

Its not even a solution for kiir to arest those who revealed trues in his regime.
Kiir’s regime now is like broken glass where there is no refairing nor backing the glass to the factory, its solution is only to be burn and drop it in the waste pite.
And kiir must accept his criminalty.

Hi, agumut, mawien, nyaluak and mii diit, you are all typically not different from the killer salva kiir and elite in juba. one thing I would like to bring your attention how president kiir on Dec. 16/13 when he appeared in stv in a presidential gaurd uniform addressing the nation a coup attempt had been spoiled and everything under control. whose under control everything was? and also he declared curfew, that there was not any free movement only the security personnel protolling in juba. Now comes the question, who killed the Nuer in juba? Did Dr. Riek tell kiir that he was running away then kill the Nuer instead of him? I watched and heard some government officials claiming that criminals stole security uniforms then killed the Nuer. One thing you should not forget south sudan will not be the same any more. Nyaluak, what’s it that I’ve not understood in your writing? I am just telling what I know and the truth. Of course I respect other’s opinion and not against Dinka as such. What I hate most is when you the bribed Nuers and sycophants try to defend a murderous regime because of blood money. Notice this;I’ve lived and worked in Juba and a witnessed to the destruction of our nation. Dr.Machar in particular and Nuer in general did not plan any coup in December 2013 and the truth is out there for all to see. I would never betray my people neither the nation for money..

Things that are done in pressure may bring back fires.

All of these conflict will done but we have problem with Warrap State believe me that will go for generation after generation. It is better for you to get to complete your journey because one day it will turn around.

The fact that you are political amateurs is now showing up in your discussion for when you ran out of reason, you resort to insults and personal attacks. The point is that I have never denied and never will any Dinka or south Sudanese for that matter, the fact that Nuer people were murdered between 16-20 December 2013. Acknowledging that does not mean that the Nuer (Riek, Taban, Ezekiel Lol) didn’t start Nuer mobilization and fire the first bullet in Giyada( Lok Tang) on 15 December 2013. I was here. I always tell you that I am an eye witness. I cannot force myself to lie against what I know. Acknowledging the killing of the Nuer does not mean that I must be forced to deny the murder of Dinka in Bor, Akobo, Nasir, Ulang, Malakal and Bentiu by the Nuer white army or rebels in those locations. Now, your problem is that you want us to focus on the killing of the Nuer and forget about the killing of the Dinkas because it was done by our tribe and it is ok. That mentality or rationalization does not find a place in me. In my view, we must accept that perpetrators of these crimes in the Dinka and Nuer community are savage beasts and they must be exposed and treated as such. The Nuer and Dinka who remain nationalists (didnt participate in killings) must not allow the country to be taken down and disintegrated by tribalists who disguise themselves as Nationalists. In my view, this country is greater than the sum of its parts, therefore, it is our duty to preserve and protect it. If my line of argument can be wrong, then there is definitely something wrong with you people or I am argument with political amateurs who cannot differentiate between water and oil and who do not understand national duties and responsibilities.

Tell us than Nyaluak Lual, which Dinkas were killed in Nasir? I am from the area and not aware of any Dinka killing. Dak Tap, the former commissioner of Nasir evacuated all the Dinka soldiers and civilians alike before the eruption of the war. Yes, a few Dinkas were killed in Akobo and other Nuer areas but that came as a revenge of Juba killings. Remember that whoever start the massacre of civilians must squarely be held responsible for all the actions that took place thereafter and that person is non other than Kiir Mayardit himself. Having said that it does not mean I support the killing of civilians whether Dinka, Nuer or any other ethnic group. Indeed the killing of the innocents is condemnable by all means.
