March 22, 2015(Nyamilepedia) — In response to government rally, organized by SPLM-Juba faction on 18th March, 2015, the SPLM/SPLA [in Opposition] regrets and accuses president Salva Kiir of intransigence to peace, reconciliation and healing of the suffering populations of the world’s newest nation, South Sudan.
According to Mabior Garang de Mabior, the chairperson of the National Committee for Informationa and Public Relations, President Salva Kiir has backtraced on all the positions that have been negotiated by the warring parties during the past 14 months of negotiations.
“In his speech, the President of the GRSS reneged on all the positions that we have painstakingly negotiated with our partners in peace over the past months of difficult negotiations.” Said Mabior Garang de Mabior.
The SPLM/SPLA-IO recalls that President Salva Kiir has lost legitimacy and therefore he must peacefully step down from power for peace to return to world’s most violatile nation.
“The SPLM/SPLA would like to remind the people of South Sudan and the world at large that the position of the SPLM/SPLA is that which has been recently echoed by the world; that, Salva Kiir has lost legitimacy in light of the Country’s descent into anarchy.” Capt. Mabior Garang explains.
“In light of the barbaric loss of life and property, we have called for President Salva Kiir to step down; while also recognizing the need for this to be done with mechanisms acceptable in civilized societies.” Mabior continued.
The Opposition preconditions that Salva Kiir will only take part in the interim government of national unity, if and only if, his regime agrees to creation of a Prime Minister or First Vice President with “Executive powers” to implement the reforms.
“The SPLM/SPLA have agreed in principle to consider President Salva Kiir remaining in the interim, as part of the dialogue to end the conflict. This proposal can only be agreeable if it includes First Vice President or Prime Minister with Executive Powers, this is one way to ensure that the reforms that are agreed upon are implemented in the interim” Capt Mabior said.
Separation of Armed Forces Proposal
To create a conventional professional national army from the existing forces, the IO demands that the current militias and rebels under the umbrella of SPLA-Juba, SPLA-IO and other groups must be procedurally transformed into a national army with national identity as deemed in regards to the Transitional Constitution of the country.
“The SPLM/SPLA also supports the separation of forces proposal. This is because the Republic of South Sudan has never evolved its peasant army into a conventional professional armed forces as demanded by the Transitional Constitution of the Republic.” The son of SPLM/SPLA founder explains.
“Therefore there is no army into which the SPLM/SPLA allied forces can be absorbed into. This is the best opportunity for South Sudan to build an army that will reflect the realities of our diversity.” Mabior continues.
The Opposition believes that the Government in Juba does not command a conventional army but “ a loose alliance of militia loyal to prominent politicians in Juba”.
“The General Headquarters of the Government army, unfortunately, consist of a loose alliance of militias loyal to prominent politicians in Juba. In light of this the SPLM/SPLA believes that a separation of forces is needed while we consider the mechanism by which we shall build the South Sudan People’s Defence Forces. Anything short of this would be surrender by another name.” Mabior further explains.
Commitment to Peace Talks
The armed opposition, which has battled a regionally allied government forces for more than a year, remains committed to IGAD-led peace initiative as the only viable mean to restore peace in the country, acknowledging that “there is no military solution to the conflict”.
“The SPLM/SPLA remains committed to the Addis Ababa and Arusha initiatives to bring peace to our war torn country, and urge the region and the world to use all means at their disposal to persuade our partners in peace to return to the negotiating table. The SPLM/SPLA takes this opportunity to renew its call for the release of the AU Report and implementation of targeted sanctions.” The SPLM/SPLA reiterates its commitment.
“The Movement would also wish to take this opportunity to remind members to remain vigilant and not be discouraged by words of politicians; we must focus on the Addis and Arusha” The SPLM/SPLA report reads.
Mabior, however, reminds supporters, sympathizers and partners that their forces must fight back in self-defense if attacked by the “mercenary forces of President Salva Kiir”.
“The SPLM/SPLA has the natural right of self-defence and shall use it if attacked by the mercenary forces of President Salva Kiir. The only way to end this conflict is through honest dialogue, there is no military solution to the conflict.” Mabior concludes.

When the president rule with justice the nations will be strong, but when the president the rule because can buy the forernigers troops use resourses money the Country can ruin. Better to live out in deserst to live in country with nagging, drunkards, wichcraft lairs Kiir’s regime.
Everybody with it’s own armies,but most of them will depend on begging,but begging itself is no good.Please as Hezboallah and Hamas if it is okay.
Kiirr must go when? while your forces are just attack and run where those Gen Dau,Martin,Elias are kept quiety
So what about Budget when everybody with it’s own Separate Armies.Begging itself is apart of extremism.
Riek Machar with his own Army.
Dau Aturjong with his own Army.
Mabior Garang and his Mum with their Armies.
Hezboallah and Hamas with their own Armies,but they on depend begging,which is no good.
John Garang left this mess,many Generals who don’t know how to repair their Cars. They were living at the time of Garang and now they wanted to do the same under Kiir and that have to be dismantle.
Mabior things before your capacity you of peace while Makuei talk of offensive going on.Just capture major town.
Yes two armies is only solution to the current salva kiir made crisis and his sugs. We want Dr. Machar be given a chance to rule because, it had been along time we are waiting for the right person in the right place and that is him the charismatic leader who will lead with justices, equality, and love to all south Sudanese
It is inevitable that this TERRORIST government of ETHNIC REGIME in Juba shall meet it end.
War never left Hamas and Hezboallah,it is the same going to happen to the so-called SPLM-OI if they choose Two Armies. Conflict will never ever leave Nuer and poorness will be there forever.
Please keep dreaming about separation of two armies in small Young nation and keep singing all your demanding of first VP /PM to be giving power but I have to tell you guys, the Juba’s government are not going to accepted any word that say separation of two armies and you have to give up for others like separate armies, dissolving cabinets, Representatives, Ministers etc. The majority of Southern Sudanese people including civilians politicians in South Sudan have already said, there will be no any separate armies if that can not make peace we go for it.
Who is Mabior Garang to tell Kiir to Step Down,but actually how old those of Riek Machar and Mabior Garang? Riek was like a baby in Juba when he played with everybody phones and the same Mabior’s father and his elites SPLM had abused everybody.
Mabior Garang would make a better president than Kiir. Seniority without brain and experience can be equated to young talent with education. Pay attention to how Mabior been conducting himself within the top dogs since the civil war. He is more articulate than your primitive Kiir. Stop hating buddy the country is on fire and it doesn’t matter who take over from kiir as long as that person is capable and has what it takes to unite the country.
Visionaries need peace and the hopeless people are rejecting it it’s kind of unvisioness
South Sudan is in a big leadership trouble. I wonder how this Kir man came to power. He has no vision for his country and does not know what South Sudan wants.
And it is perhaps time for him to be told that South Sudan needs a transitional democracy. It does not need a government with this notion: When I die then Wani can take over and don’t want Machar to take over when I die. What a shame? It is better for this new country to rejoin Sudan than to have a leader who wants to die in office and on the other hand, lacks the vision to lead.
Liberia, for instance fought for fourteen years in order to have a presidential term limit, and Nigeria puts an end to military rule in order to have a presidential term limit. Then how can South Sudan fight for twenty one years and have no presidential term limit?
And I see why Mussevini of Uganda is in this fight for Kir. A democratic South Sudan is a threat to Uganda.
I can only pray for Marchar and all those who wish South Sudan a democracy. And it is better to fight on than to allow this man to lead with the notion that when ” He die Wani will take over and do not want Machar to take over when he die.” Shame to Equatorial region. You better take a lead in this fight for a democratic South Sudan and leave this Kir alone.
