September 26th, 2015 (Nyamilepedia) – The Chairman and C-in-C of the SPLM/A (IO) Dr. Riek Machar has issued orders promoting several senior Army Commanders to the ranks of Major Generals, Lieutenant Generals and First Lieutenant General.
In a series of orders released to the public and media the Chairman and Commander in Chief of the Armed Opposition announced promotion of the commanders including the Armed Opposition’s Chief of General Staff, Deputy Chief of General Staffs, Division Commanders and Regional Commanders from the Ten States of South Sudan.
1-Commander promoted from Lieutenant General to First Lieutenant General:
-Lieutenant General Simon Gatwech Dual promoted to the rank of First Lieutenant General.
“Pursuant to resolutions of Nasir consultative conference, I, Riek Machar Teny-Dhurgon, Chairman and Commander-in-Chief of SPLM/SPLA do hereby promote Lt. Gen. Simon Gatwech Dual to the rank of 1st Lt. General with effect from the 21st December 2014,” reads the order signed by the opposition leader, Riek Machar.
2- Commanders promoted from the rank of Major General to the rank of Lieutenant General are as follows:
-James Yich Biet
-Moses Chot Rik
-Elias Jada Laku
-Dau Aturjong Nyuol
-Peter Dor Monjur
-John Both Teny
-Saddam Chayout Manyang Wuor
-James Koang Chuol Ranley
-Johnson Olony Thabo.
3- Commanders promoted from rank of Brigadier General to the rank of Major General are as follows:
-Wang Chiok Koryoam AKA Ayieeth
-Ruai Kuol Jal
-Magwek Gai Majak
-Michael Ciengjiek
-Daniel Koang Chuol Goach
-Deng Yiei Thanypiny
-Peter Thuok Chuol Luak
-Martin Kenyi Terensio.
4- Other Commanders promoted to ranks of Major General are as follows:
-Koang Gatkuoth Kerjok
-Thomas Bazilio Tindo Kali
-Khamis Abdel Latif Chauwel Chol
-Wesley Welebe Samson.
According to the IGAD compromise peace agreement the Armed Opposition will keep a separate Army to the that of President Salva Kiir for a period of 18 month, both will operate as national armies under the transitional government, after which the two armies will be united on a new basis that will be based on a new road map developed by the Security and Defence Strategic Board.
The Security and Defense Strategic Board (SDSB) which is a body created by the peace agreement, will be responsible for developing a road map for transformation and unification of the armies on new basis.
The board which is made up of the warring parties and other political parties and stakeholders will also guide and monitor the process of unification together with other institutions like the Joint Military Ceasefire Command made up of Chiefs of Staff of the warring parties, also the Joint Monitoring and Evaluation Commission which monitors and overseas the peace agreement.
The agreement also states that President Salva Kiir will be chairman of the National Defence and Security Council while Riek Machar would be the Deputy Chairman of the Security and Defence Council, while Vice President Wani Igga will be a senior Member of the Defence and Security Council of the Transitional Government of National Unity, the three plus the chiefs of security will work together during the interim period for the transformation and reunification of all security forces based on the Strategic Defence and Security Board road map and recommendations.
