Friday, March 21st , 2025(Nyamilepedia) — The National Consensus Forum (NCF) is profoundly disturbed by the latest escalation of violence orchestrated by the de facto government of South Sudan involving the invading foreign forces of Uganda resulting in the unprecedented civilian deaths and displacements in South Sudan. The NCF is also deeply concerned about rising tensions and ethnically tainted hate speeches by high-profile political and military officials closely associated with President Salve Kiir Mayardit, intended to incite and drag the country to war.

This deplorable situation is the result of the deliberate decision of the parties to the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) to hold the country and the people hostage to an Agreement they are not implementing. The thinly veiled cover of inviting the Ugandan Forces to invade the country to facilitate the unconstitutional and illegal handing over by President Salva Kiir Mayardit of the reins of the Government to his Business Manager, and Son-in-law Mr. Bol Mel underlie the steep descent of South Sudan into the abyss. NCF stands in solidarity with the civilians affected and threatened by the latest episodes of violence, and escalation of tensions, including the indiscriminate bombing of Women, Children, and elderly in Nasir and Ulang and the surrounding areas.

NCF condemns these acts of war, destruction, and divisions in the strongest terms possible and holds President Salva Kiir Mayardit, First Vice President, Dr. Riek Machar Teny, and all R-ARCSS Signatories directly responsible for their failure to provide the leadership necessary to prevent the country from teetering on the edge of collapse and failing to deliver peace for the people of South Sudan. The NCF holds the Ugandan government which is itself one of the Guarantors of R-ARCSS equally accountable for Human Rights Abuse and Crimes against Humanity. As a Member of the United Nations, Uganda has failed to enforce the Arms Embargo imposed on South Sudan by the UN Security Council and chose instead to violate it by invading South Sudan and throwing the Country’s borders wide open to the massive flow of Arms into the country. This by itself earns Uganda the Penalty of Imposition of UN Sanctions on it. Therefore, NCF Condemns the presence and active participation of the Uganda Forces in fueling the conflict and requests for an immediate withdrawal of all Uganda Forces from South Sudan.

The NCF appeals to the UN Security Council to hold the Uganda government accountable for violation of the Arms Embargo. The NCF calls on the United Nations Commission on Human Rights in South Sudan (UNCHRSS) to investigate this situation, which is deliberately instigated to cause death, displacement, and suffering to innocent civilians, and provide a public report on the matter. The NCF calls on the African Union and the United Nations Security Council to impose consequences on the parties and individuals responsible for the persistent obstruction of Peace and instigation of violence that causes human suffering in South Sudan and now threatens regional peace and security. The NCF urges all political parties, movements, and civiL society groups to urgently convene and build consensus on the way forward for ensuring a New Dispensation and Social Contract for the people of South Sudan through the holding of an inclusive Roundtable Conference.
