Observers explain that Germany was responding to new guidelines for the South Sudan’s main armed opposition which runs numerous officers both at home and also in diaspora.Â
The SPLM/A [IO], which runs as a parallel government, has representatives and major offices in almost all provinces, states, counties and major cities with South Sudanese population around the world.
Through its foreign secretariat, SPLM[IO] leadership appoints representatives, who serve as ambassadors in foreign countries, and each Representative organizes the South Sudanese communities in their respective countries and goes on to organize elections to elect representatives for the whole country, then representatives for states and districts.
Through such strict organizations, South Sudanese communities, who are mostly loyal to the opposition, are able to meet to do fundraising and other activities in support of their people back home in South Sudan.
