July 13, 2016(Nyamilepedia) —– The Joint Monitoring and Evaluation Commission welcomes the presidential decree by HE president Salva Kir Mayardit on cessation of hostilities and the statement by the first Vice President H E Riek Machar, calling on his forces to observe the ceasefire. This is a step in the right direction in the pursuit of restoring peace and stability in Juba and its environs.

JMEC calls on the President and First Vice President to ensure that the cessation of hostilities is strictly observed by the armed forces of the two sides. It believes very strongly that the TGoNU needs to show the political will and commitment to return to the implementation of the peace agreement, which still remains the cornerstone for building a strong, democratic and vibrant South Sudan.

It is against this back drop that JMEC strongly recommends that the TGoNU expeditiously trigger the process of the reconstitution of the Transitional Legislative Assembly. This is pivotal to bringing about the required checks and balances in government and build the necessary trust and confidence within TGoNU.

At this juncture, the TGoNU should give priority to the cantonment of forces in different parts of the country, pursuant to the agreement reached before the current armed confrontation. This measure is instrumental in reinforcing the cessation of hostilities agreement and in controlling those engaged in criminal activities and bent on destabilizing South Sudan.

JMEC, as an institution mandated to monitor and evaluate the Agreement on Resolution of Conflict in South Sudan, is committed to assist the people and government of South Sudan in the noble mission of bringing lasting peace in the country.

JMEC should always ensure all the Compromise Peace Agreements Provisions are implemented accordingly before total collapse of the Peace

This communique is not enough because the government is using the ceasefire for burring the dead, but see what will happen next after this…. SPLO-IO have lost a fraction of their soldiers and are required to be reinforced immediately with the same number of government forces in order to bring balance of power and that way, the government will be double careful to incite another war.

JMEC is another useless body created just to extort donor money. They Know Kiir has no absolute respect for the agreement. Machar has been weakened drastically and even if he has the will he cannot implement the agreement unilaterally.
JMEC should identify the culprit.

Why do they mention Riek machar? What do they want him to do? He is being bombed by the useless government and they know it.
