IMPLEMENTATION OF THE PEACE AGREEMENT IS THE KEY TO THE FORMATION OF THE TRANSITIONAL GOVERNMENT OF NATIONAL UNITY IN THE REPUBLIC OF SOUTH SUDAN

Oct 6, 2019(Nyamilepedia) — We, in the Liech Community formerly known as Unity State Community Association in Kenya are on record as saying that, we unreservedly support the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCISS). A few days after it was ratified on 12th September 2018, we came to the open to express our profound gratitude to all peace stakeholders and promised them of our moral support in the quest to restore peace and reconciliation in our motherland. 

We equally applaud and appreciate the IGAD under the stewardship of Ethiopian Prime Minister H.E Dr. Abiy Ahmed and International Community for their efforts in ensuring that the Leaders of the warring parties come on table to sign this peace. 

On the same note we also encouraged them and the International community in particular, to keep open eye on the implementation process, pointing out that appending signatures on Agreement is one thing and implementation of the same is another. We did rejoice at the time of the signing hoping that the stakeholders would do everything in their disposals to implement this peace to the letter and spirit. However, with these repeated and deliberate delays of peace implementation, the hopes we had are fading away simply because there is no peace in sight at the moment. 

As we are all aware, the eight months period for its implementation has elapsed in April 2018, and the extra six months are also finishing soon. This imminent failure to implement 2018 agreement is a tragedy for South Sudanese at home, diaspora and the International Community at large. 

What we are witnessing is very contradicting trend because most of these protagonists such as President Salva Kiir, Dr. Riek Machar, Dr. Lam Akol Ajawin, Gen. Thomas Cirilo and the likes have spent a life fighting for an Independent South Sudan to have Peace and development, and we do not know why they are again fighting so hard for South Sudan not to achieve peace and stability. 

The question is: do they really need to be reminded that peace and harmony are the recipe for growth and development of human kind? Nonetheless, even as our hopes fades away, we are still calling on them to abandon rhetoric and allow peace to prevail in South Sudan by doing the right thing first. We commend the recent face to face meeting between President Salva Kiir and Dr. Riek Machar. 

The former must also heed to the call to meet other opposition leaders so that we can make an informed decision that is binding. It is not fair that our daily appeals for peace together with the kisses of Pope Francis can go for waste. At times some selfish and careless Leaders are quick to mention the date of the formation of the Transitional Government of National Unity (TGoNU) while on the other hand they openly reject the idea of implementing the same agreement. They seems to forget that the government formed on the basis of an agreement that has not been implemented is null and void; and should they go ahead to form a government comes November in defiance of these wise counsel, it is likely that the so-called government will not attract fans and fund it deserves because it won’t amount to binding social contract. We are sure that no democratic government in the world will support an illegality, and no sound citizen will throw his or her support behind a government run by those with no regard for peace in the country. 

Therefore, the implementation of the peace agreement is the prerequisite to the formation of transitional government of National Unity in South Sudan. Finally, we must remind ourselves that this is not an opportune time to apportion blames on one another for the delay of the implementation of the agreement, of course it is easy to do so but it is not a solution. All we are saying here is that, we must act and talk of the speedy implementation of the Agreement before anything else. 

The ongoing talks about the formation of the TGoNU before the implementation of the peace accord is a mockery peddled by those whose arrogance and ignorance we must mourn. 

In view of the foregoing, we hereby reiterate our call on relevance entities to demonstrate necessary political-will so that we can fast tract the process of peace implementation. Let us act and give meaning to an adage that the last minutes saves the wise man.
