The establishment of JIP is in accordance with the Agreement on the Resolution of the Conflict in South Sudan (ARCSS) signed in August 2015. The ARCSS stipulates the equal representation and integration of the SPLM and SPLA-IO forces into the JIP which should amount to 3, 000 police; a mandate overseen by CTSAMM.

According to the Deputy Minister, the JIP lacks basic logistical supplies to facilitate its effective work. He emphasized that with the availability of resources; it will motivate the JIP and continue to increase its capacity. Addressing the JIP, the Deputy Minister urged the police cadets to work in “building our country” as an important aspect of patriotism. Gai also thanked CTSAMM for the work they have undertaken as observers and monitors of the security arrangement under the peace agreement.

The chairman noted the difficulties faced by JIP. “CTSAMM has seen firsthand the difficult circumstance in which the JIP functions,” stated Gen. Molla adding that CTSAMM will work with its partners to address the concerns of the JIP.

Gen. Molla also reiterated CTSAMM’s continued support of the Transitional Government of National Unity (TGoNU) and institutions as part of the implementation of the peace agrees.
