The Paradox of the Policies of Obama Administration in South Sudan

Dec 30, 2016(Nyamilepedia) —– The cruel war in South Sudan, which erupted in December 2013 had produced many paradoxes both internally and internationally. However, the resumption of the devastating war in July 2016 has demystified the fine line between diplomacy and delusion in our region and the world at large. Therefore, nowadays the people of South Sudan are witnessing in shocking disbelief the malicious drama of the political falsehood or hypocrisy, which was manufactured in Juba and blessed in Washington by the Obama Administration!!

As it is well Known, the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCISS) August 2015 was brokered and imposed on the two warring parties by IGAD-PLUS, which includes Ethiopia, Kenya, Uganda, Sudan, South Africa, Algeria, Chad, Nigeria and Rwanda. In addition, other countries and organisations including the Troika (US, Britain, Norway), African Union (AU) and United Nations (UN), signed the Agreement as guarantors. All these countries and organisations vowed to support the implementation of the ARCISS and threatened to punish and impose sanctions on any warring party, which does not comply with it.

Perhaps, some people could have assumed that Gen. Salva Kiir and his group were not sure about the success of their risky plot with Taban Deng Gai to kill Dr. Riek Machar and dismantle SPLM/A IO due to the Regional and International dimensions of ARCISS. After all, the violation of the Peace Agreement by Gen. Salva Kiir in July 2016, was a direct humiliation to IGAD-PLUS, which brokered the Peace Agreement and the guarantors mainly the TROIKA, who did not only promise to punish the spoilers of the Peace Agreement, but many senior officials from Obama Administration were instrumental in pressurizing Dr. Riak Machar to go to Juba with a very small military force under the pretext of the implementation of the Peace Agreement.

Sarcastically, the paradoxes of the dirty politics became obvious in the reaction of some countries especially the Obama Administration to the events, which took place in Juba in July 2016 vis-à-vis the actions of Gen. Salva Kiir who used tanks, helicopter gunships and thousands of troops to drive out from Juba the pillar of the Peace Agreement Dr. Riek Machar. This savage conspiracy by Salva Kiir against the Agreement should have been a tool for Obama Administration to use its strategy of ‘carrots and sticks’ to rescue the Peace Agreement and save the suffering people of South Sudan.

It is irony that Mr. John Kerry could not hesitate to make himself a laughing stock, when he jumped into his plane to fly to Nairobi in order to declare that the appointment of Taban Deng Gai was legal!! What a cruel big joke? Is it legal to conspire against the other Peace partner? Who would have imagined that the Obama Administration will ignore its role as a guarantor of the Peace Agreement and condone the blatant violations of the Peace Agreement by Gen. Salva Kiir and his group? Did the government of USA allow itself to be bullied by the regime of Salva Kiir for the sake of their interests in the region? Unfortunately, the Obama Administration did not only succumb to the falsehood and deception, but decided to bully some IGAD countries to bless the conspiracy against the Peace Agreement, which was orchestrated and executed on a broad daylight by President Salva Kiir and his group!!

In this context, the biggest paradox was the decision of the Obama Administration to support the so-called implementation of the Peace Agreement by President Salva Kiir and Taban Deng Gai after the failure of the plot to kill Dr. Riek Machar Teny. In other words, the Obama Administration and its satellites decided to endorse the conspiracy against the Peace Agreement, instead of supporting the call of the SPLM IO for the resuscitation of the ARCISS! Indeed, these strange policies can provoke several questions including: What about the credibility of USA as a guarantor of ARCISS? And who would trust the USA or IGAD-PLUS, if they can allow Gen. Salva Kiir and his group to violate the Peace Agreement with impunity?

Even worst, some leaders of IGAD, who were poisoned by the policies of Obama Administration are abandoning the Peace Agreement, which they brokered and are shamelessly employing themselves as agents to implement the policies of the government of Salva Kiir including the isolation of Dr. Riek Machar and kidnapping or deportation of Mr. James Gatdet Dak!! Certainly, one question, which begs answer here will be: What happened to the resolutions of the second IGAD – PLUS extra-ordinary Summit on the situation in the Republic of South Sudan of 5/8/2016, which demanded that Dr. Riek Machar must reclaim his position as First Vice President?

However, the hypocrisy and the fallacies were laid naked in less than two months, when Obama Administration was shocked by the UN warnings of the looming genocide being planned by the regime, which is claiming to implement the Peace Agreement!! Yet, it seems that the Obama Administration has not learned from their past mistakes in double standard policies!! As a reaction to the situation in South Sudan, the Obama Administration presented a proposal to the UN Security Council to impose arms embargo on South Sudan with targeted sanctions against Dr. Riek Machar, Paul Malong and Michael Makuey as peace spoilers! In its proposal to support the case for the sanctions, the Obama Administration accused Paul Malong of trying to kill Dr. Riek Machar in July 2016. At the same time, Dr. Riek Machar who was the victim is accused of being a peace spoiler!! Is Dr. Riak Machar who was attacked by Paul Malong really a peace spoiler? Perhaps, the only logical answer in this dilemma is that Dr. Riak Machar became a peace spoiler, because the heroes of the SPLA IO did not allow the conspirators to kill him! Is it not another paradox from the Obama Administration? How could they solve the war in South Sudan by targeting Dr. Riek Machar while ignoring the actions of President Salva Kiir and Gen. Taban Deng Gai?

As a matter of fact, a lot of people might be still scratching their heads with a heap of questions such as: How can the Obama Administration support the obvious conspiracy of Kiir and Taban against the Peace Agreement and condone their deceptive policies? These manipulative policies were recently exposed and confirmed by Mr. Ban Ki Moon, the outgoing UN Secretary General in one of his articles by saying: “President Salva Kiir has pursued an ethnically-based strategy to suppress dissent, muzzle the media, exclude significant South Sudanese actors in the peace process and unilaterally implement an agreement to reach elections”. Putting this catastrophic plans in perspective, someone may be obliged to ask questions such as: Can the IGAD countries, which are now trying to exclude Dr. Riek Machar and the other opposition leaders bring genuine peace to South Sudan? And how many lives would have been saved, if Obama Administration were to adopt the policy of resuscitating the Peace Agreement since July 2016?

In conclusion, it was a disgrace for the Obama Administration to turn a blind eye and deaf ears to all the crimes and violations of the Peace Agreement, which were committed by President Salva Kiir and his group. Those crimes are well documented by the reports of UN Panel of Experts and many other Human Rights Organizations. As a result, it has become too little, too late for the Obama Administration to reverse those policies and their negative impact in the region. This sad scenario was clearly stated by the outgoing Secretary General Ban Ki-moon when he said “Yet while the people of South Sudan suffer, the Security Council and the region stand divided. This has merely allowed time to mobilize resources to continue the slaughter.” Therefore, it is high time for the USA to abandon the awkward paradoxical policies of the Obama Administration, which are in stark contrast to the initial positions of IGAD, AU and UN Security Council, which stated that the actions of the government of Salva Kiir were inconsistent with the Peace Agreement.

Mr. Riek Machar supporters, just cut the craps and move one brothers. Riek Machar inflated ego and endless ambition of wanting to rule the South Sudanese people at all costs through violence has gone too far. Riek Machar is a menace to Nuers, South Sudanese and the humanity as a whole.

The idea that there was no coup attempted on the night of the 16/12/2013 is very laughable indeed. The US, the UK and the UN that helped nudged Riek Machar to attempt the coup, were the first ones to stick their necks out on the following day, the 16/12/2013. That there was no coup attempted as if they were in the two army barracks that the coup took in place in on the night of the 16/12/2013.

There are many electronic records about all these and they will be unveiled out later after the whole mess die down.

To give you fellows an hint, Why did Riek Machar, Taban Deng Gai, Riek Machar wife and several other Riek Machar’s entourage sneak out Juba immediately after the shoot out at the two army barracks? Again, if Riek Machar and his team feared for his life that he might be harmed and was not behind the coup. Then why didn’t he go to an embassy in Juba and called for calm the following morning, the 16/12/2013?

The whole game would have ended up in the two army barracks and the blame game would have squarely been found in the two army barracks. But it was not the case. Riek Machar and his team were deep in the necks in the failed coup.

For your record fellows, if Riek Machar and his Nuers entourage were to be targeted by Salva Kiir, a Dinka/Jieng and they have right to get out of the harms way on the night of the 15/12/2013. Then where did Alfred Lado Gore, an Equatorian who had no Dinkas/Jiengs enemies sneak out with Riek Machar and his Nuers entourage on the night of the 15/12/2013?

And Again, why did Riek Machar owned up the armed rebellion and called for the resignation of Salva Kiir if he was not the one behind the failed coup attempt? Still, Riek Machar backers used to say that their Nuer people were killed in Juba by Salva body guards and that Salva Kiir body guards hailed from Warrap and Northern Bhar El Gazelles. The why did Riek Machar and his backers came and started their revenge killing in Bor, Akoba, Baliet, Malakal, Anasir and Bentiu and not in Warrap or Northern Bhar El Gazelles?

Fellows, think about it. We know you fellows than you fellows think you know us. In fact, Salva Kiir is a man of peace. But you fellows have been trying to play games without first look and find out the real truth from Your Riek Machar, Taban Deng Gai, Alfred Lado Gore and others the real truth.

As for Ugandan troops present in South Sudan and their involvement in war after the failed coup attempt, Ugandans troops were brought to South Sudan immediately after the 2005 CPA including the US special forces on the idea that were to hunt for LRA’s Joseph Konyi. There were base in Western Equatoria. I will not go into deep detail about the hunt for the LRA and the US special forces and why they didn’t get Joseph Konyi when he is just next door in our occupied Kaffa Kingi by the North Sudan?

The involvement of Ugandan troops to help Salva Kiir after the failed coup attempt, was because the majority of the army were Nuers and almost all of them defected to and joined their leader.

This was because of the imbalance that was done after the 2005 CPA, in which many Nuer militias who were welcomed back in 2006 and absorbed into the main SPLA. And many of the SPLA soldiers who were fighting the real enemy in many far-flung areas of South Sudan including Nuba Mountains and Southern Blue Nile. And didn’t have time to set up their families, left the SPLA and the Nuer militias became the majority in the army by default. And Riek Machar took advantage of that imbalance.

Besides, Riek Macahar himself was the one who signed a military co-operation between Uganda and democratic republic of Congo (DRC) and Salva Kiir has a right to call in an ally if has trouble.

Can you fellows see why our North Sudan went fight in Yemen on behave of Saudi Arabia and other gulf Arabs states? Why the US and NATO often invade other countries whim together? And just recently, why Russia, Iran, Lebanon and of late Turkey fought the terrorists out Aleppo? Just here in our own Africa, why Nigeria, Chad and Niger ganged up together against Boko Haram terrorists?

Fellows, Your US, the UK, their UN, their sleazy NGOs and some of their criminals in between were for the regime change. They are still looking for it. But their Riek Machar is unpalatable good.

You fellows have seen how the US, the UK, their UN, their sleazy NGOs and some of their criminals in between often invoke their UNSC, humanitarian aid, peacekeeping, armS embargo, sanctions and all? It is partly to help you fellows and to save face.

Fellows, don’t be petulant brats who have never been given their Christmas presents inform of Riek Machar in power in our country. Just work with Mr.Taban Deng Gai and Salva Kiir and make peace and reconcile ourselves for the good of our country and our people.

Salva Kiir, Riek Machar and everyone is not above South Sudan and the South Sudanese people. We will all go, but our South Sudan will remain. Happy New year and peaceful 2017 for our country and our people.
