Opinion: Presidency Meeting, No Actionable Outcome As Usual

Aug 11, 2021 — The Republic of South Sudan ‘Presidency convene an extraordinary emergency meeting today in Juba. A meeting which was shared by Salva Kiir, and with an entire membership of presidential affairs on the attendant, has been an emergency in its nature and the mode of conduct. Included the Big Five plus Salva Kiir himself, that makeup of what’s referred to as,  “the Revitalize Transitional Presidency” the meeting brought together apart from the five plus one, all chiefs of the national security apparatuses ‘representatives and few from others invited members of the diplomatic corps.

South Sudanese who have got the initial notice (received the prior  information beforehand) where to waited expectantly for the meeting’s agenda to focus on the  contextual particularity of what and how the real situation looked like as it had happened on the ground. After the meeting, we failed to hear either of them revealed in details the outcome such as, the R-TGoNU ‘collective stand on all that are expectedly required of the so-called, presidency to remedies in search for a bloodless solution. The meeting therefore would have been best regarded if it was called for an action such as, the “formulation of  R-TGoNU ‘position in responds to the Kitguang Declaration”. The meeting also supposed to framed what the R-ARCSS ‘position (that may be articulated) in case there occurred a similar unintended abnormal incident? 

The Presidency could have been lengthily discussed and put on an action plan that showed how best and strongly consolidated the R-TGoNU’s  defined and intended actions in response to the recent split from within the SPLM-IO rank and files. (E.g.  in line with the R-ARCSS ‘provisions, chapters and clauses). 

Meanwhile, the question such as, in case there is abruptly occurred attention required issue with similar characteristics as to what happened to the SPLM-IO, what are the legal sorts modalities are the R-TGoNU ought to takes separately in tackling of the SPLM-IO leadership crisis without an unnecessary intervention with the R-ARCSS implementation? 

However, instead of strictly articulated exclusively on the points which are associated with this subject matters, the Presidency ‘discussed business agenda weren’t related to the vital question as to, “what is/will be the collective voice of R-TGoNU in the causes of an anticipated escalation/ resumption of military hostilities in South Sudan if R-TGoNU underestimated Kitguang Declaration’s likely enormous setbacks.

The so-called presidency didn’t reflect on what answer the R-ARCSS provided in case of a similar unusual occurrence. (E.g. no mentions of any deliberate planning to reconcile the SPLM-IO leadership’s warring personalities)! No mention also of the probability of allowing the main opposition political leader (Machar) to access and assess the situation outside Juba. 

Thus! The meeting entailed how politically win-win the discussion was. Preservations by the parties, especially when the conclusions of the meeting were  drawn, clearly excluded the most expected outcomes. 

Hence! The issue was not just for the Presidency to show off and publicized some clarifications on the actual status (e.g. of either one of the factions amongst the SPLM-IO’s Juba and/or of Magennis is right or wrong. People ‘worried not as to “which one of the two SPLM-IO factions is eligible to works with Salva Kiir in pretext of the R-ARCSS*? It’s equally the same as that, not whence the so-called presidency undermined the severity/nature of the general frustration on the nonexisting faithfulness by the parties to implement peace that a short or long-term solution will come

Above all, the only one of the primes cause of what led to the current unease within SPLM-IO rank and files is strictly associated with the total invisibility of commitment from Kiir’s camp to the faithful implementation of R-ARCSS. 

According to Honourable Tut Keaw Gatluak,- Security Advisor to president Salva Kiir, the meeting of today ended by merely empowered the so-called National Transitional Committee (NTC) headed by Hon. Tut Keaw, and with the subordination of a Ceasefire Transitional Security Arrangement, Monitoring and Verification Mechanism (CTSAMVM), the Security Supervision Mechanism (SSM), the Joint Defense Boards (JDB), the Joint Transitional Security Committee (JTSC), and the Joint Military Ceasefire Committee (JMCC) to continues with their normal show of formality in the areas where clashes were reported.

Directed the CTSAMVM as usual to take up on verification and monitoring of further violence is always unrealistic. Also the same, the presidency, whilst in a dark mood, processed on inconsistent calls for immediate deescalation of the SPLM-IO’s warring forces and, observed the nationwide ceasefires. 

All the R-ARCSS mechanisms are corrupted to the extent that no one believed CTSAMVM and the likes anymore. All that comprising the R-ARCSS systems already failed to render and therefore eligible for substitution. 

Hon. Tut Keaw whilst highlighted the public of their meeting ‘outcomes, he surprised many people whence he unexpectedly announced that, the SPLM-IO movement ‘Juba-base has been merged up with the SPLM-IG and became only one SPLM-IG under president Salva Kiir Mayardit. None have heard of this secret before. It might be or not be true given the fact that similar speculation has been on although the affiliation remains highly convex.

Therefore, such a publicity of the deals has between the SPLM-IO in Juba and Salva Kiir’s, it has breakdown all the unclear circumstances that were lingering as to, “whether Machar has been deliberately intended to left behind his forces and submitted to Salva Kiir or, else’s, that Salva Kiir’s delays of the actual implementation of peace was the reason that squeezed Machar and made him unable to either moves or communicates whilst in Juba!
