President Kiir should appoint the caretaker Governor among SPLM-IO cadres to expedite the formation of State and local government.

Nov 29, 2020(Nyamilepedia) — The SPLM/A-IO’s leadership has reviewed their reservations pertaining to the formation of the State and local governments after fierce wrestling over appointment of Upper Nile’s Governor. Though I appreciate the gesture and the level of commitment demonstrated by IO’s leadership, keeping the whole country hostage for a longtime only to give a new set of conditions in pretext of compromises will bait IO to death: “9 States and 3 administrative areas State and local governments must be formed in exception of Upper Nile State’’.
The claim that peace and security shall prevail in South Sudan after structuring the governments of 9 States plus 3 Administrative areas minus Upper Nile State is yet another blunder to the already fragile peace accord. Dr. Riek Machar and his closest associates should read a boiling political environment characterized by the host of setbacks, which among others include the rejection of the SPLM/A-IO’s gubernatorial nominee for Upper Nile State, clashes between SSPDF and IO forces in part of Central Equatoria that compel SPLA-IO forces to vacate the Training Center and lack of implementation of the security arrangement among other factual evidences that parties to the agreement flip flopped over the guiding principles of the peace agreement.
The Country is in a critical state, however, he (Dr. Machar) needs to swallow his ego and ‘nip in the bud’ before things get out of hand. The peace agreement gave H.E President Kiir Mayardit irreversible legal prerogatives and exceptional strengths to reject headstrong warlords owing the fact that he (Kiir) doubled as an appointment authority as well as the President and commander in Chief of combined national army (SSPDF). Dr. Riek Machar Teny is actually leading SPLM/A-IO in an astray by a false sense of honor notwithstanding that the notion of a fair play is denied thus the game’s result is determined by the quality of power.
Compromising on one factor perhaps expressing non negotiable demands could result in another circle of violence. There is an urgent need for IO to reconsider its decision particularly over Johnson Olony nomination for Upper Nile’s gubernatorial throne. The land disputes over Malakal is an isolated matter which could never be used by discontented elements to drag the whole Country back to useless war for it will be dealt with by the existing Independent boundaries commission after which State and local governments are in place. Malakal, Pajut, Wau, Rubkona among others were ethnocentrically disputed areas. Malakal issue is not exceptional to keep the Country at the cross-road. The Country must move forward.
It is my heartfelt gratitude to congratulate the President of the Republic, H.E Gen. Salva Kiir Mayardit for his love and goodwill to see South Sudan thriving in the international political arena. While battling with internal conflicts President Kiir overcame his challenges and extended the hand of peace to North Sudan. North Sudan is at relative peace because of relentless efforts exerted by President Salva Kiir and the mediating team led by Hon. Tut Gatluak Manime. Three weeks to be exact following deadly clashes between Ethiopian’s Federal army with Tigrayans’ forces President Kiir sent a high level delegation led by Hon. Nhial Deng Nhial, the minister for Presidential affairs and Denay Jok, the Chagor Governor of Jonglei State to Addis-Ababa under the Theme “South Sudan in solidarity with the people of Ethiopia’’. These efforts are worth appreciating and I applaud President Kiir for an excellent job. I encourage him to speed up the formation of State and local governments to bridge the power vacuums at States and Counties levels.
