Dec 06, 2016(Nyamilepedia) —— Hon. Moses Simon Soro, Yei River state’s Former Minister of Finance & Public Service and a former commissioner of Morobo County, submitted his resignation letter earlier this month and disappeared.
In his resignation letter, dated December 1st, Hon. Moses Simon Soro said that he is protesting dictatorial leadership of Yei River state which is causing enormous suffering to his people and the people of South Sudan.

According to his declaration, Hon. Soro believes that the handpicked governor of Yei River State, whose deputy and other senior officials have already defected to SPLM/SPLA(IO), is not only making grave mistakes but also creating new grievances and fueling conflicts in Yei River state.
On top of the list, Hon Soro accused governor David lokonga Moses of being a dictator of his own in Yei River state. He does not listen to his advisors or implement their suggestions but his own.
“Appointment of Civil Servants Especially Director Generals in the seven ministries was done without proper consultations and not procedural.” Hon Moses Simon Soro recalls.
“How can you recruit a junior officer to become a director general like what happen in the ministry of local government and others? A junior officer appointed by decree as director general and his previous boss should now work under him unbelievable but this now has happened in Yei. I taught local government officials are ‘Para-military’? even all other civil service posts they have followed a hierarchy and planned promotions according to our public service regulations? Were they employed because of nepotism? Is this why you ignored the right procedures?” he asks.
Because of these and many other grievances, Soro does not want to be part of governor Moses’ state government. He accuses Moses of being a warmonger who only values military solutions to the conflict.
“Our governor David lokonga Moses is too obsessed on ending the current insurgencies in Yei river state militarily and has completely ignored the option of dialogue to peacefully resolve the worsening security situation in the state,” he said.
No People To Lead and No Services To Provide
Because of a deadly conflict in Yei River State, many civilians are fleeing the country to neighboring states or IDPs camps, and for this the finance minister and “public service” find it difficult to provide services to people who have lost confident in the government.
“Majority of our people are either displaced internally or have crossed to Uganda to seek safety as refugees from their own government, “who are you leading now? Why did you let this happened? Why don’t you intervene when people started complaining of the numerous harassments, killings, arbitrary arrest of their children, torture and some were killed? “He questioned.
“Kaya, Lainya, Mukaya, Lujulo, Mugo, Ombaci, Tore, Yei and some counties in Greater Kajo-Keji like Liwolo are deserted now because of your in-action and not listening to people’s advice.” Hon. Soro tells General Governor.
Soro blames governor Moses of doing basically nothing to help the people saying “you as the head of security in the state have done nothing to stop our people from these pains”.
“People are dying daily of hunger, gun shots, women being raped, property looted and brought to Yei town in front of the governor, who does nothing to stop these barbaric actions and protect the vulnerable people of Yei River state that you purport to lead.” He continued
A rotten System of Government
Hon Soro strongly believes that the governor’s style of leadership in Yei River State together with that of President Salva Kiir is “primitive, lacks transparency, accountability and is corrupt”.
“I don’t want to be part of that rotten system of governance because all our efforts to make the system work are either ignored, not acted upon by the governor or you are just decreed to act on something that is not right.” Hon. Soro adds
“SPLM is a great party but some cadres like the governor of Yei River state have stated to tarnish its repetition. Honestly if nothing is done by the party to correct the mess created by Lokonga’s leadership in Yei then the next elections will be a disaster for the party.” he warns.
Hon Soro calls on South Sudanese people to work for peace, end the conflict and start development of young and war-torn South Sudan.
“I am urging all south Sudanese to work for peace and end these senseless war, we need to develop our country,offer services to our people by building decent schools, hospitals, improve our infrastructure by constructing roads, railways and design effective governance systems and programs instead of killing each other. What do we gain from killing each other my people?” he questioned.
