Oct 25, 2021 – The United States’ new resolution, res.380, adds more strings by calling on the United Nations Security Council, East African region, Europeans, U.K and other partners to implement the existing sanctions and embargo while advocating for more.
The three dimensional policy calls for internal measures to be taken by the United States through its own departments, the Secretary of State and the Secretary of Treasures, and external measures to be pushed through the UN Security Council and others through the European Union, African Union and Eastern African regional bloc.
According to the new resolution, the United States Mission to the United Nations shall lobby regional and international actors to cooperate in enforcing the United Nations arms embargo and sanctions regimes on South Sudan.
“calls on the United States Mission to the United Nations (B) to call upon regional and international actors to cooperate in enforcing the United Nations arms embargo in South Sudan and take action against those violating the embargo;” Read part of the resolution.
The new policy further urges the Secretary of the Treasury to investigate corrupt practices in South Sudan and begin to designate more elites under the South Sudan sanctions program including the most senior officials.
” urges the Secretary of the Treasury (A) to prioritize investigative actions into illicit financial flows fueling violence in South Sudan, and (B) to work with the Secretary of State to add to the list of individuals and entities designated under the South Sudan sanctions program, including individuals at the highest levels of leadership in South Sudan and from within the National Security Service” The policy reads in parts.
“(C) to coordinate, in cooperation with the Secretary of State, with the United Kingdom and the European Union on South Sudan-related sanctions designations and enforcement.” It adds.
The lawmakers also call on the Secretary of State to lead a comprehensive inter-agency process to develop a revitalized United States policy toward South Sudan that “(A) identifies a broader range of South Sudanese political and civilian stakeholders, beyond President Kiir and First Vice President Machar, with whom the United States may work for the promotion of peace, democracy, development, accountability, transparency, and anti-corruption efforts;”
The United States plans to expands its diplomatic relationships with Kenya and Uganda to catch South Sudan’s corrupt elites who tend to invest in these countries.
“(D) increases diplomatic efforts to urge regional actors, particularly in Kenya and Uganda, to investigate assets of corrupt South Sudanese elites and ensure Kenya and Uganda are no longer havens for conflict- and corruption-related proceeds” It further adds.
