Oct 3, 2021 — The United Kingdom, the United States and Norway, collectively referred as TROIKA, call on the Sudanese Transitional Government and the SPLM-North of Abdelaziz Alhilu to return to South Sudan capital, Juba, to negotiate a peace deal on the basis of the March 2021 Declaration of Principles.
Disappointed by the lack of political will between the government and hold-out armed opposition, SPLM/A-N Alhilu, to negotiate a peace deal, the TROIKA urges the Chairman Alhilu and the Government of Sudan to return to the drawing board in Juba, South Sudan.
“The Troika is disappointed with the lack of momentum in peace negotiations with the SPLM-N-Abdelaziz Alhilu. We urge Chairman Alhilu and the Government of Sudan to return to Juba and negotiate on the basis of the March 2021 Declaration of Principles.” Reads part of the TROIKA statements.
The TROIKA is concern and condemns the ongoing skirmishes in Eastern Sudan and calls on the government and Eastern parties to engage in a dialogue to curve all the activities that are threatening political stability and economy in the region.
“Lastly, the Troika notes with concern the growing unrest in Eastern Sudan and condemns all actions that threaten Sudan’s stability and economy. We encourage the government and all Eastern parties to engage in dialogue to address legitimate grievances on the basis of the Constitutional Declaration and the JPA.” The further stated.
The TROIKA was responding to the celebration of the October 3rd, 2020 Juba Peace Agreement that is currently being implemented by the Sudanese parties amid enormous challenges.
While acknowledging the little progress made, the TROIKA also condemns the lack of progress on critical mechanisms and calls on the parties to implement the outstanding mechanisms that are lagging behind without further delay.
“We are, however, deeply concerned by delays implementing commitments made one year ago. This includes in establishing the Peace Commission, Monitoring and Evaluation Mechanism, the Transitional Legislative Assembly, and establishing the Darfur Security Keeping Forces and JPA security arrangements.” They said.
The Troika said it remains committed to supporting the Government of Sudan and the JPA parties to deliver their vision for lasting peace as part of the democratic transition agreed in 2019; however, the TROIKA needs more progress to be made .
“Progress is needed now. We urge all JPA signatories to demonstrate leadership and work together to refocus on implementation to deliver much needed peace and security for the people. Special efforts should be made to meet the ambitious goals set in the Constitutional Declaration and JPA for the involvement of women.” The said.
