November 11, 2021—The suspended Undersecretary of South Sudan’s Ministry of Health, Dr. Victoria Anib Majur, who was suspended on October 20th by the Minister of Health, Hon. Elizabeth Acuei, for operating illegally, has continued to operate in her office for the last three weeks, illegally, in defiance of suspension orders from her boss.
Anib came into office in July when president Kiir fired her predecessor Dr. Mayen Acut Achiek; however, in less than 2 months she found herself in a controversy.

Anib was suspended by Hon. Acuei on 20th of October 2021 amid allegations that she fired and replaced the management of Juba Teaching Hospital without the consent of the Minister of Health but through the directives of one of the Vice Presidents, Hussein Abdelbaghi.
“In exercise of the powers conferred upon me under Article 114(2) (C) and article 31 of the Transitional Constitution of the Republic of South Sudan 2011 as (amended), read together with the Republican Decree No. 222/2020, I, Hon. Elizabeth Acuei Yol, Minister for Health, do hereby issue this Ministerial order;
” Suspension of Dr. Victoria Anib Majur, from her duties as the Undersecretary of Ministry of Health. Formation of Disciplinary Board to investigate and report to the Minister within 90 days in accordance with the provisions of the Civil Service Act and Regulations”, the suspension statement Minister Acuei reads.
“Dr. Samson Paul Baba shall serve as Acting Undersecretary for the Ministry of Health”,the statement added.

According to the information obtained by Nyamilepedia, Dr. Majur ignores the suspension order of Minister Acuei and could still be seen working in her office as usual despite being replaced with an official to serve as Acting Undersecretary for three months.
“Despite her suspension by the minister of health in October, the undersecretary Dr. Victoria Anib Majur is still active” the statement reads.
With Anib continuing to hold on her old office, it’s unclear where her replacement has been operating and who among the two will get the salary.
The misunderstanding between senior officials in the Ministry was believed to have been ignited by the Vice President for Service Cluster, Hussein Abdelbagi, who was accused of influencing Undersecretary Dr. Majur at the expense of the Health Minister Acuei.
Over the past three weeks President Kiir tasked a committee led by Presidential Advisor on Security Affairs Tut Gatluak Manime to handle issue of misunderstanding in the health Ministry but it’s not clear hitherto whether the senior advisor report the findings to President or not.
At the time of this writing, Hon. Tutkew, who is running multiple government operations was in Qatar to prepare ways for Kiir’s visit to the Gulf nation.
