Sudan, Uganda told not to relax over South Sudan peace implementation

January 7th 2019 (Nyamilepedia) – The Sudanese and Ugandan governments have been urged not to relax over the implementation of South Sudan’s revitalized peace agreement signed by the government of President Salva Kiir and opposition groups in September 2018.

The agreement provided for the formation of what would be the Reconstituted Transitional Government of National Unity (R-TGoNU) which would govern the country for 36 months.

The action has not been taken given the parties’ lack of political commitment to implement all the pre-transitional activities needed in place before the formation of the government.

These activities include the formation of a unified national army and the determination of the number and boundaries of states which has been a thorny issue since the signing of the agreement.

In a statement on Tuesday, the Center for Peace and Advocacy (CPA), a civil society advocacy group based in Uganda, said it was concerned over the silence Sudan and Uganda both of whom are guarantors of the 2018 peace agreement.

“The Center for Peace and Advocacy (CPA) is deeply concern over the relaxations of Uganda and Sudan as guarantors for the implementation of South Sudan Peace.  Uganda and Sudan plus rest of IGAD countries are supposed to call exigent meeting and evaluate the achievements after the 50days elapse. Today we remained with 43 days without making any progress on security arrangements and breakdown of number of states and their internal boundaries in the country,” the statement extended to Nyamilepedia partly reads.

“It’s time for Uganda and Sudan to put more efforts and keep serious pleasure on South Sudan parties in order not to miss the imminent deadline again for the formation of the Revitalized Government of National Unity. On 7 November, A tripartite summit held in Entebbe including leaders of Uganda, South Sudan and Sudan and attended by SPLM-IO leader and Kenya’s special envoy agreed to extend the pre-transitional period for 100 days and to form a mechanism to supervise the implementation of the sticky issues. However, despite of all these efforts to restore peace in Sudan, the prospects for peace remains distant. The people of South Sudan are still waiting on the promise of sustainable peace,” the statement added.

The statement said South Sudan’s parties to the agreement should “work hard to resolve the pending issues within the period of 50 days starting from 13th day of this month and submit a performance report to the guarantors on the 50th day.”

“A majority of citizens have expressed disappointment that the two leaders lack political will to implement the peace agreement, they also doubt that they will further extend the period after elapsed of the 100 days. The parties should commit to a permanent ceasefire and never return the country to war.

“The determining factor to form the TGoNU depends on the immediate release of funds by the government and the political concessions to resolve pending issues and avoid a repeat of a political quagmire in the country.”
