Statement on the Attack on the Terrain Compound in Juba, South Sudan

August 15, 2016(Nyamilepedia) —– The United States is outraged by reports of assaults and rapes of civilians, including humanitarian aid workers and journalists, by South Sudanese soldiers in Juba at the Terrain Compound last month. Attacks against brave individuals attempting to help the people of South Sudan are attacks against humanity itself. All innocent civilians deserve protection.

It is especially reprehensible that the perpetrators appear to have targeted those who came to South Sudan despite risks to their own personal safety to help the country and its people – thereby depriving the South Sudanese people of urgently needed assistance and compounding this man-made humanitarian crisis. Throughout this three-year conflict, the Government of South Sudan has routinely allowed impunity for murder and sexual violence. This must end. South Sudan’s leaders must investigate this incident and hold accountable the individuals responsible for these cowardly and brutal assaults.

During the fighting throughout the city, the U.S. embassy in South Sudan responded to distress calls from the compound and urgently contacted South Sudanese government officials, who sent a response force to the site to stop the attack. We are deeply concerned that United Nations peacekeepers were apparently either incapable of or unwilling to respond to calls for help. We have requested and are awaiting the outcome of an investigation by the United Nations and demand swift corrective action in the event that these allegations are substantiated.

This horrific incident further underscores the need for an enhanced, assertive, and more robust international peacekeeping presence in Juba in order to better prevent crimes against civilians and the further deterioration of security in the capital. Last week, the UN Security Council mandated the creation of a robust unit of 4,000 peacekeepers to respond swiftly to security challenges in South Sudan.

The parties to the conflict must immediately cease attacks against innocent civilians and recommit to settle the conflict and leave the South Sudanese to live in peace at last.

80 to 100 soldiers appeared. 3 days after all IO troops left Juba. Who could it be? Nigerian army? Tanzania Army? German Army? Argentinian Army?
Or perhaps SPLA troops….. (now we have “unknown soldiers in addition to Kiir’s “unknown gunmen” and “unknown rapists” also)

What is most likely?

Now, follow the command authority to the person responsible for the SPLA soldiers in Juba – and punish him harshly.
Can’t the soldiers control their genitalia? And why didn’t the colleagues of the SPLA soldiers busy raping women, shoot a bullet into the buttocks of the raping men?

Ask yourself, what would Jesus do?

And Kirr, if you are in control of the SPLA soldiers, do you agree with rape and murder? if not, what are you personally doing to stop it?

In a few weeks you will have 4000 extra soldiers who can helped you control the situation better, you just have to ask for help.

Apparently, the soldiers don’t have any normal form of payment, salaries nor get any rewards for their service which is to me unheard of. So as their compensation for their service, the head of the mob/gangster Malong in order to improvise for the lack of funding his tribal militias he licensed these soldiers to loot, rape and savagely killed, mutilate and disfigure and sodomised, burn or torture their victims indiscriminately at will. Those who are fortunate enough to have seen hell and survive to tell it all would equate hell with some of the ordeals these victims have to go through.

Malong himself tried to lie by claiming that his female relative was a victim of some rape incident that also occurred implying that he is actually a victim through his relative. Malaong ofcourse never elaborated on this false claim because every lie needs another lie to cover the first lie and there is no end to it.

15 men in uniform rapping one female and 5 more others raped another woman nearby savagely. If Malong and Kiir have to compensate their tribal fighters and militias in this way putting at risk other women of South Sudan including foreigners why don’t they offer up their countless wives and concubines including the so called first lady, their mothers, sisters, daughters, nieces, aunts to be sexually abuse by their soldiers. So far the Nuers alone can t protect themselves and all the victims. The Opposition neither can protect the citizens within the non-liberated areas where means of access and resources to ensuring reasonable amount of protection of vulnerable and would be victims is limited. As the tribal government and its leadership +their men and fighters are part of the problem that citizens need protection from. Therefore, an urgent deployment of international protection forces to South Sudan is necessary where all else has failed in ensure protection of citizens as an alternative protection mechanism of the suffering citizens in the whole country.
