SPLM-IO to reorganize state congresses if peace implementation fail

November 14th 2019 (Nyamilepedia) – South Sudan’s main armed opposition group, SPLM-IO, will reorganize state congresses if the implementation of the revitalized peace agreement hit another deadlock in February.

South Sudan President Salva Kiir Mayardit and SPLM-IO leader Dr.  Riek Machar Teny last week met in Uganda and decided to extend the pre-transitional period for 100 days.

The two men signed a revitalized version of a 2015 peace agreement in September last year in the Ethiopian capital Addis Ababa to end the six-year civil war which has killed hundreds of thousands and displaced millions.

The agreement initially called for formation of a 36-month Reconstituted Transitional Government of National Unity (R-TGoNU) within eight months ending last May.

However, the parties could not meet the deadline because the pre-transitional tasks provided for in the peace deal weren’t in place by May 12th. Speaking to Nyamilepedia on Wednesday, senior SPLM-IO official and former governor of the group’s Sobat state, Duer Tut Duer, said the main armed opposition group was planning to meet last February but could not hold that meeting.

He said should the implementation of the security arrangements (formation of one national army, police and national security) and the determination of the number of states fail to take effect, then the group would reorganize state congresses in a possible preparation for war.

“The chairman suggested the organization of State congresses in March 2019, these congresses were not done, they could be done in January 2020, in case the this second extension fails then the convention could begin in March 2020,” Duer said.

He reiterated the group’s rejection of a unity government formation without the outstanding issues resolved saying it would never surrender as the government continue to violate the agreement.

“Formation of the Government before proper implementation of the security arrangements and before the abolishment of the 32 states and return to 10 State for me is a surrendering,” Duer said.
