April 11, 2016(Nyamilepedia) —– Despite the arrival of SPLA-IO troops and programmed arrival of Dr. Riek Machar Teny, South Sudan’s First Vice President, the C-In-C and the chairman of the armed Opposition, the Chief of General Staff for SPLA (IO) warns that his command-in-chief may not travel as planned.

Speaking in Pagak South Sudan, the Chief of General Staff, 1st. Lt. Gen. Simon Gatwech Dual, has warned against new militarization of South Sudan’s capital, Juba.

Confirmed by SPLM/SPLA sources in Juba, the Chief of General Staff, Paul Malong Awan, has sneaked in a large number of untrained dinka militias within the last two days leaving the opposition to wonder if Salva Kiir has full control of his troops.

According to SPLM committee chairman for information and public relations, Mabior Garang de Mabior, the IO strongly condemns this new militarization and calls for immediate withdrawal of the new militia.

“It has also come to the attention of the SPLM/SPLA leadership, that lorries of trucks have arrived this evening in Juba in violation of the Agreement on the Resolution of the Conflict in South Sudan (ARCISS).” Mabior said.

On top of militarization of Juba, SPLA-IG Chief of General Staff, Gen. Paul Malong Awan, has ordered new attacks on oppositions’ strongholds in Bhar el Ghazal and Equatoria, and issued new hate speech against the SPLM/SPLA-IO chairman.

In response, SPLM/SPLA-IO calls for Gen. Malong to cease violations of the agreement and continuation of war in Western Bhar el Ghazal.

“In addition, the CoGs has commandeered several helicopters and has been attacking cantoment areas of the SPLM/SPLA (in Opposition) in Western Bhar el Ghazal” Mabior said.

The SPLM/SPLA further decries Malong’s recent remarks against the First Vice President, Dr. Riek Machar, calling him anti-peace and unacceptable.

“The SPLM/SPLA (in Opposition) also condemns the statement of the CoGS condemning the Agreement on the Resolution of the Conflict in South Sudan(ARCISS), and his vow to never accept the First Vice President Designate, Dr. Riek Machar Teny Dhurgon, acting as president in the absence of the President – Gen. Salva Kiir Mayardit. These statements and aggressive posturing by the CoGS are becoming a threat to the implementation of the ARCISS and are a threat to national security in the Republic of South Sudan” Mabior said.

According to SPLM/SPLA leadership, Machar will not travel to Juba as planned until the SPLA(IO) deploys enough troops in and outside the capital.

Gen. Gatwech Dual said enough troops will first be deployed at a distance of 25 kms outside Juba before Dr. Riek Machar travels to Juba, which may take an estimate of another three weeks.

SPLM/SPLA further accuses Salva Kiir of lacking control of his army and militia for failing to control generals like Malong and Mathew Puljang compared to Dr. Riek Machar who relieved some of his hot-tempered generals for standing against peace agreement (CPA-II).

“The SPLM/SPLA (in Opposition) is deeply concerned by the lack of command and control in the forces of the government, demonstrated by the insubordination of CoGS towards the Commander in Chief of the Government Forces – Gen. Salva Kiir Mayardit.” Reads part of SPLM/SPLA-IO statements extended to Nyamilepedia.

“SPLM/SPLA(in Opposition) would like to inform the people of South Sudan, the region and the world of our apprehension in light of the imminent return of the First Vice President Designate to Juba – on the 18/04/2016” Mabior clarifies.

SPLM/SPLA (IO) reiterates that their forces will fight in self-defense if provoked. The opposition also calls on Kiir to outwit all hardliners in his government for peace to hold.

“The ARCISS is currently the popular will of the people of South Sudan, and a few negative elements cannot be allowed to derail the peace process” Mabior adds.

you guys should not listen to Mabior if you love peace. Mabior family is well off, they are living luxury place in Nairobi, none of his family is really feeling this crisis. He is anti-peace.

The use of propaganda and your fear of Gen. Paul Malong Awan as a scapegoat will not help at this time. You can no longer post a threat to the government when your officials and troops are in the merciful hand of government.
Tell your leader Dr. Riek Machar to return to Juba as required by the peace agreement and stop unnecessary fear of Gen. Paul Malong Awan.
The Chief of General Staffs,Gen Paul Malong is constitutionally mandated to protect the elected government and people of South Sudan and if you are coming with different motive better remain in Ethiopia.

The elected government ended it’s mandate last year on 9th July, 2015. The current is just usurpation of the mandate of the people of South Sudan.

If not because of Riek Machar’s collection of Bunches of thieves as his official, who will risk to employ Mabior Garang who is criminal Gang and drug dealer? please stop criticising Malong because he is right to bring in extra troops of any eventuality given the hidden agenda of SPL-IO.

War mongers, stop your false statement towards Mabior,Mabior is right if we need peace why recruit soldiers from one state? moreso children. The agreement talks of demilitarization of Juba why should Paul Maloung bring more soldiers to Juba from his home town. Its clear that Jieng council of elders is misleading the nation. Why should Kirr allow Maloung to confuse the country? Its ridiculous.

General Paul Awan has a legitimate point . Dr Riek can’t be the acting president if President Kiir is away. The acting president will always be James Wani became he and the president belong to the same party. Dr Riek is no Malong’s commander in chief since he is a chairman of SPLM-IO.

Mabior Garang and Simon Gatwich are out of their minds to call general Awan’s statement hate speech or anti-peace. That is no hate speech or anti-peace. It is the truth.

It is wise decision General Gatwech to stop Dr Riek going to Juba before they demilitarize Juba and there is also another an evil plan already in place prepared by Mr President and his chief of staff to have bloodless coup the 19th of April when Dr Riek arrives on 18th of April when Paul Malong will declare himself as South Sudan President and put Kiir and his officials under arrest including the SPLA-IO officials under arrest and kill those they think as threat to JCE’s rule and reinstate Kiir to Presidency when Dr Riek Machar is dead

There is nothing more the SPLM/IO can do after having met all the conditions required for the smooth implementation of the peace agreement. Given the current trend of events, The security of the SPLM/IO members currently in the jaws of Kiir-Malong government is what matters the most. Peace implementation is already dead and we need not elaborate on an obvious situation. Riak should work with those who care for lives to step in and evacuate the peaceful members of the opposition forces from Juba. God alone knows what future holds for South Sudan.
