January 16th 2020 (Nyamilepedia) – South Sudan’s planned Reconstituted Transitional Government of National Unity (R-TGoNU) will not be formed in January, a government official said in a statement to Nyamilepedia this morning.

South Sudan government and opposition groups in 2018 signed a revitalized version of a 2015 peace agreement to end the ongoing civil war which has killed thousands of people and displaced millions.

The agreement provided for the establishment of a unity government of 36-months in which Kiir and Machar would lead as president vice president.

That action for a unity government formation has been adjourned several times as parties failed to meet several deadlines agreed upon in different occasions.

In November last year, President Salva Kiir and SPLM-IO leader Dr. Riek Machar – both of whom are the two main principals to the peace agreement – met in Uganda and decided to extend the pre-transitional period for 100 days ending in January.

This, is for the parties to have time to implement outstanding issues such as the establishment of a unified national army and the determination of the number and boundaries of states.

By mid-February 2020, South Sudan is supposed to have a unity government in place. However, speaking to Nyamilepedia this afternoon, a government official said from Juba that he is doubtful that the unity government will be formed in February.

“I am not sure. I think the government will not be formed in February,” the official who declined to be named told Nyamilepedia from Juba.

The pre-transitional tasks have not been completed and the official said the opposition have already expressed their disagreement over the unity government formation without these preparations in place.

“They have said they will not be a part of the government unless the preparation on pre-transitional tasks are completed,” the official said referring to opposition groups.
