November 18th 2019 (Nyamilepedia) – South Sudan President Salva Kiir Mayardit has been urged to release the remaining balance of $100 million the government said it would pay to a peace implementing body.
In May, Kiir’s government said it will pay the National Pre-Transitional Committee (NPTC) $100 million for the implementation of the security arrangements.
It remains unclear how much has been paid as senior government officials including the president himself have given contradicting accounts on how much had been paid to the peace implementing body.
Leaders of the NPTC said the government paid recently around $44 million while the president said during an event in Juba that he released $33 million apart from an initial $10 million which has already been spent.
In a statement, Edmund Yakani, a Juba-based activities, said South Sudan parties should show the political will needed to implement the outstanding issues before the end of the recent extension of the pre-transitional period.
“At least by one week for the 100 days some actions that require no funds should have delivered. Normally, the beginning of an extended period starts with silence from the all parties. Kiir and SPLM-IO leader Dr. Riek Machar last week decided to extend the pre-transitional period of another three months after they agreed that crucial pre-transitional tasks viable for the unity government formation were not in place.
The extension angered the world and the international community has asked the parties to implement the outstanding issues to avoid another extension saying the latest extension might be the last chance given to the waring leaders.
The activist said within the first one week, actions such as renewal of directives to the forces to report to cantonment sites and barracks, release of part of the $100 million and ordering forces to vacate civilians’ centers, among others should have been witnessed among parties to the accord.
“Committing political will to implement the Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) is essential from the principals of the parties’ signatories to the peace agreement. Trust and confidence of the principals of the parties for working together is the primary determinant for genuine implementation of the R-ARCSS,” he stressed.
“Failure or inadequate performance during the first 50 days of the extended pre-transitional period on deliverance of the critical pending issues of the peace agreement will be a bad reputation for the parties and IGAD,” Yakani added.
