South Sudan Peace Process is Hijacked by the NPTC Regime ~ Mabior Garang de Mabior

July 12, 2020(Nyamilepedia) — Speaking to Nyamilepedia, South Sudan’s former Deputy Minister of Interior, Hon. Mabior Garang de Mabior, explains how he believes that the peace agreement is hijacked by a group he refers as the NPTC regime;

“There is an attempt to hijack the peace agreement and I have mentioned them in a subliminal way. I have called them the NPTC regime. This is not an NTGoNU. This is an NPTC regime which has hijacked the peace process” Mabior explains.

According to Captain Mabior, the group that forms the National Pre -Transitional Committee (NPTC) has its own conspiracy that diligently neglects the implementation of the peace process.

Mabior explains that the stakeholders in the NPTC are acting contrary to the expectations of their parties and in violation of the R-ARCISS that the parties signed in August 2018.

“When you look at the people in the NPTC from all the parties – when you look at the members of the NPTC from the government, they are in conflict with the people from the government who are not in NPTC; when you look at the people from the IO who are in the NPTC, they are doing something different from what the agenda of the IO who are outside is; when you look at the SSOA, the people of the SSOA who are in NPTC, are not doing the agenda of the people of the SSOA who are outside” He explains.

Despite having 100 million US Dollar to implement the security arrangement, the parties are yet to graduate even the 3000 VIP protection unit that was initially promised to be graduated before the R-TGoNU was formed in February this year.

The former deputy minister reiterates that even when a few police officers will be graduated, those officers will not have met the training requirements necessary because they are not being trained on humanitarian law, gender based violence and other important requirements as per the peace agreement.

“Is like there is a conspiracy among the people of the NPTC because when you look at the NPTC and the JDB they had 100 million USD to implement the security arrangement and they played games, they played games, right now they are pretending as if “gal be kareju” [they are going to graduate] Joint Integrated police as if this is the security arrangement” Mabior explains.

“This is not the security arrangement. Security arrangement is not all about “sapa u tiba” training, is not “pak u taritif” training. You must train this troops about humanitarian law and gender based violence and so forth” He continued.

“So there is a conspiracy among the NPTC group” Mabior reiterates,

Asked of what could be done to prevent the peace process from being hijacked, Mabior explains that the SPLM-IO is on a weaker position on diplomacy but intellectuals should educate the citizens to create awareness.

“We have been cornered diplomatically, so there is no much we can do but our intellectuals what they can do is for us to educate ourselves about the agreement so that we can have a critical mass of citizens who understand what is in the agreement because government right now is using the ignorance of our people [to impose its status quo]”. He concludes.
