Oct 20, 2016(Nyamilepedia) —— Festus Mogae, the former President of Botswana, who remained idle in the war-torn South Sudan for the last three months, assures Dr. Riek Machar Teny and exiled politicians that the peace agreement has not collapsed.
Although JMEC has done very little within the last three months and has no clear directives on how to resuscitate the peace agreement, president Mogae believes that the agreement is not dead.

Mogae said while some opposition members are still in Juba to implement peace with him, he said those who are outside the country have not said they will not take part.
“What makes the agreement alive is that there are representatives of the opposition who are involved and there are others who are currently not taking part, but they have not said they would not take part,” Mr Mogae said.
According to Dr. Riek Machar, JMEC is wasting resources on expensive lifestyle in Juba when all the parties and peace partners have fled Juba due to resumption of the conflict.
Mogae is right that there are two members of Political Detainees – Hon. John Luka Jok and Hon. Deng Alor – and a few defected members SPLM/SPLA-IO alongside faith based group and other political opposition parties in Juba, however, those who command the main rebels groups have abandoned the peace agreement.
According to Mabior Garang de Mabior, the signatories of the peace agreement have left Juba and therefore there is no agreement.
“how can we say that there is an Agreement in Juba when Dr. Lam Akol of the Other Political Parties…Pagan Amum of the Former Detainees…and Dr. Riek Machar of SPLM/SPLA (IO)…who are the signatories to the Agreement are not in Juba for fear of being persecuted.” Mabior said.
