Opposition official say troops arriving in Juba on daily basis in blow to demilitarization efforts

April 21st 2019 (Nyamilepedia) – A main armed opposition official loyal to the country’s First Vice President designate, Dr. Riek Machar Teny, said on Sunday that South Sudan’s capital Juba is being militarized with troops arriving in Juba on daily basis.

Juba is the capital of South Sudan and is the seat of the would-be transitional government of national unity due to be formed next month.

According to the peace agreement and a permanent ceasefire signed in June 2018 by President Salva Kiir and opposition leader Dr. Riek Machar, there should be an immediate “demilitarization of civilian centres (schools, service centres, IDPs camps and Protection of Civilian Centres etc…) from all aspects of military presence during the pr-transitional period.”

Security of such places including Juba shall be taken care of by a joint police patrolling drown from all the parties to the agreement.

Speaking to the Nyamilepedia on Sunday, Manawa Peter Gatkuoth, a SPLM-IO delegate in Juba said the government and other allies in the agreement are rushing to form the government so that they brand the SPLM-IO as an anti-peace entity.

The senior opposition official said nothing has been done so far to signify progress in  the implementation of the revitalized peace agreement as the IGAD has come forward with anything significant in regards to the report of the Technical Boundary Committee.

“Nothing has been done over the report of the TBC [Technical Boundary Committee] and nothing is being done by the IBC [Independent Boundary Commission],” Manawa said.  “Instead, they are rushing to form the [unity] government knowing that the SPLM-IO will not accept the formation of unity government without proper preparations so that they will brand the SPLM-IO as not committed to peace.” 

“Juba has not been demilitarized and troops are being brought to Juba every day and this is not good. So, how are you going to form a government when civilian centres and Juba itself has not been demilitarized?” he asked.
