New peace plan seek solving of the states issue through referendum

July 25th 2018 (Nyamilepedia) – The Sudanese mediation proposed on Tuesday in a new power sharing proposal that the issue of the states which is seen as the most contentious issue for parties be addressed though a referendum before the transitional period.

The Sudanese mediation on Tuesday unveiled a revised, but the same version of the previous power sharing agreement for the South Sudan parties which seek to divide power between South Sudan government and the many opposition groups.

The mediation, according to the proposed power sharing agreement document obtained by the Nyamilepedia, said the states and border issue will be decided by the people of South Sudan in a referendum in case the IBC fails to address the issue within the pre-transitional period.

The peace plan directly task the Intergovernmental Authority on Development (IGAD) to supervise the referendum commission which would be completed before the end of the pre-transitional period.

It added that the question or set of questions that will be posed in the referendum will be the same for the entire country unless decided by the Referendum Commission that each state will have different questions for themselves.

It is not however clear how the referendum would be free if conducted before the formation of the transitional period which would witness the deployment of join police and security forces which vital for the security of the people.
