November 6th 2019 (Nyamilepedia) – South Sudan’s exiled opposition leader Dr. Riek Machar Teny has met President Salva Kiir’s security advisor, Tutkew Gatluak, who is in Khartoum over the implementation of the revitalized peace agreement.
A senior opposition official who spoke to Nyamilepedia from the Sudanese capital said the two men discussed the implementation of the revitalized peace agreement signed in Addis Ababa last year as well as the would-be meeting in Kampala tomorrow.
“The chairman of the National Pre-Transitional Committee Hon. Tut Gatluak met with the Chairman and Commander-in-chief Dr. Riek Machar Teny yesterday and discussed the Kampala meeting beside the implementation of the revitalized peace agreement,” the opposition official told the Nyamilepedia on condition of anonymity.
Kiir and Machar are expected to meet in the Ugandan capital Kampala on Thursday to discuss the outstanding issues as they face a deadline next week for formation of what would be the Reconstituted Transitional Government of National Unity (R-TGoNU).
The two men would then go to Addis Ababa together on Friday to participate in the meeting of the parties to the agreement over the fate of the transitional government.
Machar has threatened to opt out of that unity government because the outstanding issues provided for in the agreement need to be implemented first so that a “peaceful transition is ensured.”
Kiir said he will go on with the government formation and said on Tuesday during an address to lawmakers at Freedom Hall in Juba that he will not vow to regional and international pressure saying he will dissolve the incumbent transitional government.
The American government had threatened to boycott South Sudan’s would-be government if it is formed with Machar and other opposition leaders excluded.
The US government wants the outstanding issues such as the security arrangements (establishment of a unified army, police and national security), the number and boundaries of states addressed before that government could be formed.
