Kiir, Machar discuss peace implementation

December 14th 2019 (Nyamilepedia) – South Sudan president, Salva Kiir Mayardit, and prominent opposition and SPLM-IO leader, Dr. Riek Machar Teny, have discussed the implementation of the revitalized peace agreement they both signed in Addis Ababa last year.

Machar returned to Juba on Tuesday for the third time in a year to try to find settlement for the outstanding issues hampering the implementation of the 2018 peace deal.

There are a number of issues which are still pending that are affecting the formation of a unity government provided for in the agreement. They includes the security arrangements (formation of a unified army, police and national security) and determination of the number and boundaries of the states.

The two men would have formed the unity government in May but because these issues weren’t resolved, that action would see postponement several times pending resolution of these issues.

“The SPLM/SPLA (IO) would like to inform members and the general public that, H.E Dr. Riek Machar Teny-Dhurgon the Chairman and Commander in Chief, and the South Sudan Designated First Vice President, held a consultative meeting today in Juba with H.E. President Salva Kiir Mayardit; and the R-ARCSS Mechanisms, in presence of one of the guarantors of the Revitalized Agreement, Lt. General Mohammed Hamdan Dagalo the first Deputy Chairman of the Sudan’s Sovereignty Council,” the SPLM-IO director of information and public relations Puok Both Baluang said in a statement extended to Nyamilepedia.

Baluang said the meeting “focused on addressing the security arrangements and funding of the activities of the implementation of the outstanding critical tasks enshrined in the agreement.”

“The two Principals and the guarantor was briefed by the leadership of the peace mechanisms namely; NPTC, JDB, JTSC, JMCC and DDR, on the status of the security arrangement, the achievements, the timeline and challenges.

“The meeting note the delay in implementation of the critical outstanding tasks and lack of funding. Also, addressed the violation of CoH that took place in Maiwut, Adar State, by the SSPDF forces led by Gen. James Ochan Puot.

“The two principals and the guarantor urged the Security mechanisms to expedite their activities during the 100 days of the Pre-Transitional period as mended in R-ARCSS.”
