According to Brig. Gen. Gatbel, the August Peace Agreement, dubbed as Agreement of Resolution of the Conflict in South Sudan(ARCISS), has failed and abandoned by all stakeholders except the government faction that controls the capital, Juba; however, the former Botswana President, Festus Mogae, has been repeatedly claiming that the August Peace Agreement is still surviving and moving in the right direction.
To parties, who have abandoned the peace process after the war resumed in July 2016, Mogae is only deceiving the International Community in order to keep his new retirement job.
“Is he trying to mislead the whole world or is trying to keep the life time of his job in the war tone south Sudan?” Gen. Gatbel asks.

The Brigadier General believes that the August Peace Agreement was a tool that was devised by the region to eliminate the leadership of SPLM/SPLA-IO.
“Sadly to remind the world of peace makers and not the world of interest that august consensus peace agreement was a tool to eliminate the SPLA/M IO leadership but almighty Father did not agree with the plan made by the world vultures and that is the truth.” Gatbet concludes.
“All the assassination plans and strategies failed.” He continued.
Gen. Gatbel reiterates that this conspiracy has only set the country on fire, left many people displaced, destroyed the economy, property and lives of innocent South Sudanese.
To surprise of many observers, JMEC chairman and his leadership did not condemn how the government used all its military powers to pursue in attempt to kill and replace the Opposition leader, Dr. Riek Machar, in violation of the peace agreement.
Instead JMEC temporarily evacuated the scene of fighting but later returned to Juba surprisingly to endorse the violation of the peace agreement and went on to work with Salva Kiir faction and defected politicians like Taban Deng Gai who have their own grudges with Dr. Riek Machar Teny and SPLM/SPLA-IO leadership.
Gen. Gatbel believes that the reason Dr. Machar and SPLA-IO leadership was rushed to Juba in small number and with light weapons was a conspiracy to eliminate Dr. Riek Machar and his top leadership so that the peace agreement could be implemented based on the interest of SPLM-IG.
“I think if the Chairman of JMEC is serious about peace he would not accept working with the conspirator Taban Deng Gai in the said Transitional Government of National Unity (TGoNU) any name gives its meaning.” Gen. Gatbel said.
“Magae, never mention neither condemn Juba assassination attempt because they are part and parcel of the plan.” Gatbel reiterates.
Along the same line, the former Botswana President could not even condemn unlawful deportation of Dr. Machar’s spokesman, James Gatdet Dak.
Instead, Mogae has pursued a complete isolation of Dr. Machar and his faction from the peace agreement; an argument Gatbel believes is a justification that the Motswana man could just be desperate for a retirement job in South Sudan.
According to legal experts, James Gatdet’s deportation is a violation of Kenyan constitution, international laws, refugee status and human rights, and for such should have been condemned by JMEC and other peace guarantors.
Despite distancing Machar from South Sudan peace process, the world continue to witness gruesome human rights violations, escalation of conflict, rampant displacement of civil population, hyperinflation and insecurity on South Sudan roads and borders.
“But some of the world leaders failing to commit and protect human rights abuse victims in South Sudan using related instruments for political aims, and business intervening in the country.” Gatbel continued.
“Also sad to mention IGAD machinery has divided the nation in to Tribal line and was being used as a political tool to eliminate the unwanted political opponent even if he is a peace maker..The turning from the Regional political context in which it was operating to the specific situations that IGAD special procedures sought to address, the South Sudan ’problem.” he continued.
JMEC Emboldening a Dictator
Despite many attempts to end South Sudan conflict through a political solution, Gatbel sees no difference between the current government and previous government of Salva Kiir other than being endorsed by JMEC and the region.
“JMEC and August peace Observers turned blind eyes and deaf ears to South Sudanese “ Kiir war victims” across the country. Excessive and indiscriminate attacks against civilians, humanitarian and health care personnel and infrastructure that kill by the regime was not reported and address correctly to the body concern by JMEC.” Gen. Gatbel says.
“SPLA/M -IO condemned mass killings and other atrocities by Kiir Genocidal regime and JMEC of Magae Festus Botswana.” He continued.
These acts by JMEC and the region are seen as attempts to empower a young dictator in the region, and the former Botswana President should have been more vigilant if he had good intentions for South Sudan.
“I am asking African leaders to quits double standards on human rights issues, and interference in State affairs under their pretext. Dialogue should be conducted on the basis of equality and mutual learning pursued in an open, inclusive manner.” Gatbel said
“JMEC and Kiir regime had the primary responsibility to protect civilians, instead of launching excessive and disproportionate attacks against civilians, as well as humanitarian and healthcare personnel and infrastructure.” He continued.
According to SPLM/SPLA-IO, JMEC is helping a “Genocidal regime to recruit, organize and canton individuals as army for Taban Deng Gai in the name of SPLM/SPLA-IO”
Gatbel believes that this army will be used to fight the SPLM/A-IO by the government.
On the other hand, JMEC is lobbying the region and the international community to isolate Dr. Riek Machar Teny and his top leadership.
“We noted this with regret that, JMEC Chairman, Mr. Magae Festus is putting more energy in lobbing the region and the entire world to isolate the Chairman and Commander in Chief of SPLA/M –IO Dr. Riek Machar from the peaceful resolution of the conflict in South Sudan.” Gatbel said.
“Instead of JMEC Chairman to Lobby for Dr. Machar to lead the peaceful process because he has obeyed all IGAD and August peace observers Demand to implement all recommendations and a direct partner in the process.”
“JMEC Chairman has missed the point and misled himself and the international community that by isolating Dr. Machar from the peace process the peace could be implemented.” He explains.
Gen. Gatbel believes that Dr. Machar is a peacemaker and given that he commands the largest political and military forces in the country, all these attempts to scrap the peace agreement or to isolate him will eventually fail.
