IGAD Will Be Sidelined In The Upcoming South Sudan Peace Process Due To Conflicts of Interests

Jan 11, 2017(Nyamilepedia) —– Considered to have failed due to prevailing conflicts of Interest in South Sudan’s economy, the Intergovernmental Authority on Development(IGAD) will be given a lesser portfolio in the next South Sudan peace process, which is expected to review and resuscitate the August 2015 Peace Agreement.

The revival of the Agreement on Resolutions of South Sudan Conflict(ARCISS), which collapsed in July last year, is currently being initiated by the TROIKA and the Africa Unions and is expected to surface in February.

The initiative to resuscitate the August Peace Agreement is being led by Norway and the United Kingdom, two of the midwives who stood behind South Sudan independent and jointly sponsored the past political processes together with the United States.

Norway and UK are expected to meet over South Sudan conflict next month in Doha, Qatar, to review the August Peace Agreement and propose the way forwards.

The TROIKA and partners are worried that Mr. Salva Kiir and his current First Vice President, Taban Deng Gai, who are attempting to isolate Dr. Riek Machar Teny, the leader of the armed Oppositions, are not capable to bring peace alone without SPLM/SPLA-IO being led by Dr. Riek.

Intimately, Taban who replaces Machar claimed to control SPLM/SPLA(IO), however, the international community has learned that Taban has no constituency and does not control forces of SPLM/A in Opposition that are currently fighting SPLA in Government, and thus Mr. Kiir and Gen. Taban cannot bring peace on their own.

The international community and African Union has also learned that members of IGAD like Ethiopia, Kenya and Uganda have failed their obligation to be neutral or truth worthy to all stakeholders, specially to SPLM/SPLA(IO), and therefore IGAD will only participate in the next peace process as an observer.

According to President Salva Kiir, who spoke yesterday in Cairo, Egypt, his government is not looking forward to renegotiate a peace agreement.

President Salva Kiir reported to Egyptian president, Abdel Fattah Al Sisi, that “spoilers” are meeting in Nairobi and else where saying that the peace agreement has collapsed and should be renegotiated.

“I want to inform you that there are people, the spoilers who are preventing the implementation of the peace agreement, as we speak here, they are holding a conference in Nairobi that the agreement has collapsed and they want the agreement to be renegotiated, they know what there are doing to South Sudanese so that they are diverted from the government not to listen to what government is doing.” President Kiir said.

Although President Kiir has accused his rival, Machar, of starting the December 2013 and July 2016 conflicts, Kiir initially refused to sign the August Peace Agreement in 2015 and continued to lay more blocks to prevent its implementations.

Juba is aware that TROIKA is initiating a dialogue to revive the peace agreement but its officials says the government has not been informed.

In its capacity, Salva Kiir government has initiated a highly criticized “National Dialogue” as an alternative to a political process; however, President Kiir’s National Dialogue is one sided and does not recognize the Forces that are currently battling the government in many parts of the country unless those forces accept “amnesty”.

Speaking in Naribo, Kenya, Jimmy Deng, the South Sudan deputy ambassador to Kenya, said that his government is aware that TROIKA is currently making arrangement for fresh negotiations to end the conflict but his government is not yet informed.

“The National Dialogue Committee and top government officials are currently at the grassroots talking to people and promoting peace and national unity. We want the church leaders and chiefs to be involved because they represent the view of the grassroots, while the opposition is free to come back to the country because they have been given amnesty,” said Mr Deng

Speaking to BBC HardTalk yesterday, Anglina Teny, a prominent member of SPLM/A in Opposition and wife to Riek Machar, reiterates that the August Peace Agreement has many good things in its and therefore it only needs to be revived.

“Zeinab, the agreement has collapsed, we feel that the agreement needs to be reviewed so that it is resuscitated, so that the people of South Sudan are given a chance again to start” Said Angelina Teny during a BBC Hardtalk with Zeinab Badawi.

“Now we are still committed to a political settlement, this political settlement, we believe that this agreement has a lot of good things in it and it only needs to be revived; it needs to be reviewed so that we can embark on its implementation” Teny Continued.

The SPLM/A in Opposition has called on the International Community and African Union since July last year to resuscitate the peace agreement to avoid further escalation of the conflict.

Unlike in the first two years of the conflict, fighting has escalated to most parts of Equatorian region and many areas of Western Bhar el Ghazal that were relatively peaceful between 2013 and 2015.

In addition, SPLA-IO has maintained control of most parts of Upper Nile Region leaving Juba with no option other than a military solution to secure or retake oil fields and major roads that link the capital to East Africa.

With resumption of conflict in July last year and increase in tribal hatred, fuelled by the politicians, the United Nations warns that South Sudan violence could easily turn into a genocide this dry season and the world must do something to prevent another ethnic cleansing.
