June 23rd 2018 (Nyamilepedia) – The Intergovernmental Authority on Development (IGAD) in the 32nd extraordinary summit held in Addis Ababa yesterday closed the last phase of the High-Level Revitalization Forum (HLRF) and have given the South Sudanese parties a 14-day ultimatum to sign the revised bridging peace proposal.
The revised version of the IGAD peace plan seek to create another vice-president position in South Sudan as well as seeking to divide power between several South Sudanese parties which includes the incumbent South Sudan Government, the Sudan Peoples Liberation Movement in Opposition (SPLM-IO) under the leadership of the country’s Former First-Vice President Dr. Riek Machar Teny-Dhurgon, the South Sudan Opposition Alliance (SSOA), the SPLM former detainees under the former SPLM Secretary General Pagan Amum and parties allied to the government of South Sudan.
The proposed peace agreement want the government to maintain 55% at the national and state levels as well as the position of the President and the Second Vice-President it currently holds, Dr. Machar’s SPLM-IO to maintain 25% down from 33% it previously held in the government which collapsed in July 2016 as well as the position of the First Vice-President. Other opposition to occupy the position of the third Vice -President which did not existed before in addition to a portion of 20 percent to be divided between the SSOA, Former Detainees, Parties Allied to the South Sudan government.
All the opposition groups rejected the proposal and the South Sudan Opposition Alliance said the proposed deal maintain the power in the hand of the SPLM factions who caused the civil war in December 2013.
The SPLM-IO also rejected the deal and the government for its part rejected the deal and proposed instead that Machar’s SPLM-IO take the position of the third vice-president while it maintain the position of the First Vice-President it currently hold.
