Dr. Lam says unity gov’t formation depends on fate of outstanding issues

December 6th 2019 (Nyamilepedia) – Prominent South Sudan politician and leader of National Democratic Movement (NDM) Dr. Lam Akol Ajawin has said that formation of the transitional government depends on fate of outstanding pre-transitional tasks.

The government of President Salva Kiir Mayardit and several opposition groups signed a revitalized version of a 2015 peace agreement in September last year to end the ongoing civil war which has killed thousands and displaced millions.

The agreement obliged the parties to form what would officially be the “Reconstituted Transitional Government of National Unity (R-TGoNU)” in May this year. However, that action couldn’t go through as planned because critical pre-transitional tasks provided for in the agreement weren’t implemented.

The parties later agreed to extend the pre-transitional period for six months ending in November with the aim of giving time for the parties to implement the outstanding tasks.

The parties couldn’t yet implement the tasks by the deadline set in May blaming each other for the failure to form the unity government as planned.

Kiir had threatened during a September speech to form the unity government without main signatories such Dr. Akol and SPLM-IO leader Dr. Riek Machar who both said they would opt out of the unity government if pending issues were to remain unresolved.

Kiir and Machar met in Uganda last month to extend the pre-transitional period again but for 100 days this time within which the parties are expected to resolve the outstanding issues ranging from security arrangements (formation of one national army, police and national security) and the determination of the number and boundaries of the states.

Speaking Nyamilepedia on Friday, Dr. Akol, who is also the Secretary-General of the South Sudan Opposition Alliance (SSOA), said their position on unity government formation won’t change unless the parties agree to resolve the pending tasks.

“The formation of the government is not an objective but a consequence of implementing the Pre-Transition tasks. As long as these tasks are not implemented or accomplished to the satisfaction of all, forming a government will not make sense. So, our position will remain the same,” Dr. Lam said from the Sudanese capital Khartoum.

He said the Kiir’s government is to blame for the delay of the formation of the transitional period given what he said is lack of political will to fund the implementation of the pre-transitional tasks.

“The reason for the extensions first in May and then in November is clear. It is that the funds required for the implementation have not been availed to the implementing mechanisms. Not all of us have the funds to do so. Hence, the responsibility lies squarely on the shoulders of the government that is supposed to provide the money,” Akol said.
