Jan 7, 2021(Nyamilepedia) — The chairperson of the National Democratic Movement, Dr Lam Akol, recommends that a preparatory committee comprising of people of the Upper Nile State should be formed to organize the Upper Nile conference, and not by the presidency.
Dr Akol explained that the Upper Nile communities lived in peace until the outbreak of Civil War in December 2013.
“The civil wars that took place in the country since December 2013 and the political developments associated with them have caused devastation in the state and division among the communities. As a result, the social fabric was torn between these communities that have existed peacefully together for centuries,” Dr Lam Akol said.
He further suggests that the unfortunate situation should be rectified through dialogue for the communities to resume existence in peace and harmony.
The National Democratic Movement Chairperson Said that he dialogues should be held in two phases and should be owned and controlled by the people of Upper Nile.
According to Dr Akol, the first step will involve nominating a preparatory committee which will make the necessary contacts with the communities to ascertain their readiness to attend the conference and solicited various opinions regarding the objectives, substance and conduct of the conference.
He said that the preparatory committee should be composed of thirty-two (32) members who will include elders from the Upper Nile state, one initiators, two from each of the 13 Counties and two from the Koma community.
The president and the first Vice president will also nominate some members to the committee.
Dr. Akol further said the second phase will be the convening of the conference by the preparatory committee.
“The Conference shall be convened by the Preparatory Committee on the basis of its mandate above. The Rules of Procedure of the Conference shall indicate who chairs the sittings of the Conference as well as other procedural matters,” akol said.
